党提出和贯彻新时代党的组织路线，明确信念坚定、为民服务、勤政务实、敢于担当、清正廉洁的新时代好干部标准，突出政治素质要求、树立正确用人导向，坚持德才兼备、以德为先，坚持五湖四海、任人唯贤，坚持事业为上、公道正派，坚持不唯票、不唯分、不唯生产总值、不唯年龄，不搞“海推”、“海选”，强化党组织领导和把关作用，纠正选人用人上的不正之风。

The Party has introduced and implemented an organizational line for the new era. It has specified a set of criteria for good officials, which include firm convictions, devotion to serving the people, a strong and pragmatic work ethic, a willingness to take responsibility, and a commitment to being clean and honest. In appointing officials, the Party has adopted a rational approach with a greater emphasis on political integrity. It has adhered to the principle of selecting officials on the basis of both integrity and ability, with greater weight given to the former, and on the basis of merit regardless of background, and it is intent on appointing those who are dedicated, impartial, and upright. The Party has opposed the selection of officials solely on the basis of votes, assessment scores, GDP growth rates, or age, or through open popularity contests. It has strengthened the role of Party organizations in exercising leadership and final oversight in order to rectify misconduct in the selection and appointment of officials.

第三十五条 党的干部是党的事业的骨干，是人民的公仆，要做到忠诚干净担当。党按照德才兼备、以德为先的原则选拔干部，坚持五湖四海、任人唯贤，坚持事业为上、公道正派，反对任人唯亲，努力实现干部队伍的革命化、年轻化、知识化、专业化。

Article 35: Party officials are the backbone of the Party’s cause and public servants of the people, and shall be loyal to the Party, clean, and responsible. The Party shall select officials on the basis of both their moral integrity and their professional competence – giving greater priority to the former – and on the basis of their merits and not their origins; it shall select officials who put the Party’s cause first and who are impartial and upright; it shall oppose favoritism; and it shall endeavor to develop a contingent of officials that is more revolutionary, younger, better educated, and more professional.

We must adhere to the principle of the Party supervising officials. We must select officials on the basis of both integrity and ability, with greater weight given to integrity, and on the basis of merit regardless of background, thus fully applying the criteria for judging competent officials in the new era.

Party officials are a central pillar of strength for the cause of our Party and country. We must adhere to the principle of the Party supervising officials; select officials on the basis of both integrity and ability, with priority given to integrity, and on the basis of merit regardless of background; and ensure that those who are dedicated, impartial, and upright should be appointed. We must implement in earnest the criteria for evaluating good officials.
