从和平共处五项原则到构建人类命运共同体，一以贯之的是对国与国关系的创新探索。70年前，中国同兄弟的发展中国家一起，以尊重主权摒弃强权霸道，以平等互利超越丛林法则，铸就了国家不论大小强弱、不分东方西方，都应当相互尊重、平等相待的国际关系准则。现在，共同挑战、共同利益、共同责任已经把各国的前途命运更加紧密地联系在一起，时代要求我们在和平共处基础上和合共生，构建以合作共赢为核心的新型国际关系，实现向彼此成就、同球共济的历史跨越。

From the Five Principles of Peaceful Coexistence to building a community with a shared future for mankind, we have remained consistent in the exploration for new ways of state-to-state relations. Seventy years ago, China and other brotherly developing countries rejected power politics and hegemonism by upholding respect for sovereignty; we transcended the law of the jungle by pursuing equality and mutual benefit; and together we forged the norms of international relations where countries, Eastern or Western, regardless of their size or strength, must respect each other and treat each other as equals. Seventy years on, common challenges, interests and responsibilities have linked the future of all countries more closely together. It has fallen upon us to pursue harmony on the basis of peaceful coexistence, and to build a new type of international relations with win-win cooperation at the core. This is how we can take a historical step forward to helping each other succeed and working together for this one and only planet Earth where our shared future depends.

第二，带头实行开放融通。我们要坚定维护以世贸组织为核心、以规则为基础的多边贸易体制，加强团结协作，反对保护主义，抵制单边霸凌，避免世界重回丛林法则。勇于“拆墙”，维护全球产业链供应链稳定畅通，推进区域经济一体化和亚太自由贸易区建设，为全球经济增长贡献亚太力量。

Second, we should take the lead in enhancing openness and connectivity. We should firmly safeguard the WTO-centered, rules-based multilateral trading system, strengthen solidarity and collaboration, oppose protectionism, reject unilateralism and bullying, and prevent the world from reverting to the law of the jungle. We must have the courage to remove barriers, keep global industrial and supply chains stable and unimpeded, advance regional economic integration, push forward the Free Trade Area of the Asia Pacific, and play the Asia Pacific part in global economic growth.

当前，世界百年变局加速演进，国际形势变乱交织，全球经济增长乏力。世界正站在新的十字路口：是团结合作、互利共赢，还是重回霸权主义、丛林法则？是坚持多边主义、开放包容，还是走向单边主义、保护主义？何去何从将深刻影响世界的未来。我们要展现远见和担当，作出符合亚太人民期待、经得起历史检验的抉择。

The world today is undergoing accelerated transformation unseen in a century, the international landscape is fraught with changes and turbulence, and global economic recovery remains sluggish. The world has come to a new crossroads—solidarity, cooperation and mutual benefit or return of hegemonism and the law of the jungle; multilateralism, openness and inclusiveness or unilateralism and protectionism. What we choose will profoundly affect the future of the world. We must have vision, step up to our responsibility, and choose what meets the expectation of the people in the Asia Pacific and stands the test of history.

郭嘉昆：在联合国成立80周年这一历史节点，各国都在思考人类社会向何处去，是坚持多边主义还是纵容丛林法则回归，是重振国际合作还是任由单边霸凌横行。从今年联大一般性辩论来看，国际社会的普遍共识是联合国地位必须维护，全球治理需要加强。不久前，习近平主席提出全球治理倡议，强调奉行主权平等、遵守国际法治、践行多边主义、倡导以人为本、注重行动导向，为破解世界治理难题提供了“中国方案”。倡议的核心理念同联合国宪章宗旨和原则一脉相承，展现了中国对联合国的坚定支持，反映了国际社会的共同心声，得到广泛支持。

Guo Jiakun: At the historic juncture of the UN’s 80th anniversary, many countries are seeking the answers of questions such as where humanity is headed, what choice to make between multilateralism and the law of the jungle, and whether to revitalize international cooperation or give way to unilateralism and bullying. What we’ve seen at this year’s general debate shows that the prevailing consensus of the global community is to uphold the UN’s status and strengthen global governance. Earlier this month, President Xi Jinping put forward the Global Governance Initiative, emphasizing sovereignty equality, international rule of law, multilateralism, a people-centered approach, and real actions. The initiative provides China’s solution to global governance challenges. Its core tenets are in line with the purposes and principles of the UN Charter. The initiative shows China’s firm support for the UN, reflects the shared aspiration of the international community, and has received wide support.
