林剑 12月1日，中共中央政治局委员、外交部长王毅在成都主持中国—中亚外长第五次会晤。六国外长就落实首届中国—中亚峰会成果、全方位推进中国—中亚合作进行深入沟通，并为明年第二届峰会作了全面政治准备。六国外长签署并发表联合声明，出席“天府号”跨境公路班车中亚线发车暨“中国—中亚商品展示推广中心”揭牌仪式。
Lin Jian On December 1, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs Wang Yi chaired the Fifth China-Central Asia Foreign Ministers’ Meeting in Chengdu. The foreign ministers of the six countries had in-depth discussions on implementing the outcomes of the first China-Central Asia Summit and advancing the China-Central Asia cooperation across the board. They made full political preparations for the second China-Central Asia Summit scheduled for next year. The foreign ministers also signed and issued a joint statement, attended the launching ceremony of the “Tianfu” cross-border freight truck service to Central Asia, and inaugurated a China-Central Asia center for the exhibition and promotion of commodities.
本次会晤主要有五方面成果和共识。一是坚持元首引领，做优做强中国—中亚机制。继续落实西安峰会元首共识。全力支持哈萨克斯坦办好明年峰会，启动商签峰会联合宣言、高质量共建“一带一路”行动计划和中国—中亚机制成员国永久睦邻友好合作条约以及其他重要领域合作文件。提炼形成“中国—中亚精神”。二是坚持现代化目标，深化全方位合作。优先推动贸易畅通、产业投资、互联互通、绿色矿产、农业现代化、人员往来便利化六大合作方向，制定相应合作文件和行动方案，以实际行动落实全球发展倡议。三是坚持安危与共，维护地区和平安宁。积极落实全球安全倡议，共同打击“三股势力”，坚决反对外部势力干涉中亚国家内政，反对在中亚制造混乱和动荡，协助阿富汗早日实现和平重建。四是坚持文明互鉴，厚植世代友好根基。继续践行全球文明倡议，加强治国理政经验交流，加快推进文化中心、鲁班工坊建设，持续扩大教育、地方、医疗卫生、人员培训合作。未来3年中方将向中亚五国提供1500个培训名额，增加600个奖学金名额。五是坚持多边主义，捍卫国际公平正义。继续加强在国际地区事务中的协调配合，促进全球南方团结协作，反对任何形式的“脱钩断链”和“小院高墙”。各方全力支持中国担任上海合作组织轮值主席国。共同弘扬正确的二战史观，捍卫二战胜利成果。
The outcomes and results of the meeting are as follows. First, stay committed to head-of-state guidance and strengthen the China-Central Asia mechanism. We should continue delivering on the consensus reached by the heads of states at the China-Central Asia Summit in Xi’an, and fully support Kazakhstan in hosting the summit next year. The six countries will start drafting a summit joint declaration, an action plan for high-quality Belt and Road cooperation, a permanent good-neighborliness and cooperation treaty, and cooperation documents in other significant areas. The “China-Central Asia spirit” will be fostered. Second, stay committed to the goal of modernization and deepen cooperation on all fronts. We should prioritize six areas of cooperation, namely, trade facilitation, industrial investment, connectivity, green mining, agricultural modernization, and streamlined people-to-people exchanges, draft relevant cooperation documents and action plans, and take concrete actions to implement the Global Development Initiative. Third, stay committed to common security and safeguard regional peace and tranquility. We should actively act on the Global Security Initiative, jointly fight terrorist, extremist and separatist forces, oppose the interference of external forces in the internal affairs of Central Asian countries, oppose attempts to create chaos or turbulence in Central Asia, and help Afghanistan achieve peace and reconstruction as early as possible. Fourth, stay committed to mutual learning among civilizations and enhance ever-lasting friendship. We should continue implementing the Global Civilization Initiative, enhance the sharing of governance experiences, accelerate the establishment of culture centers and Luban Workshops, and continue expanding cooperation in education, sub-national exchange, healthcare, and personnel training. In the coming three years, China will provide 1,500 training opportunities and 600 more scholarships for Central Asian countries. Fifth, stay committed to multilateralism and defend international fairness and justice. We should continue to strengthen coordination and collaboration in international and regional affairs, promote solidarity and cooperation among the Global South, and oppose attempts to decouple, sever supply chains or build a small yard with high fences. All parties fully supported China’s rotating presidency of the Shanghai Cooperation Organization, and will promote the correct view on World War II and defend the outcomes of WWII.
去年首届中国—中亚峰会举办以来，六国经贸、海关、农业、交通、产业投资等部长级会晤平台顺利建立，重大项目接踵落地，人员往来更加便捷。中方愿继续同中亚国家团结合作，加强发展战略对接，携手推动构建更加紧密的中国—中亚命运共同体。
Since the first China-Central Asia Summit last year, the six countries have smoothly established ministerial platforms in areas such as trade, customs, agriculture, transportation, and industrial investment, carried out major projects one after another, and further facilitated people-to-people exchanges. China stands ready to continue its cooperation with Central Asian countries, further align development strategies, and jointly build a closer China-Central Asia community with a shared future.

The embassy has asked the local government to take effective measures to protect the safety and security of Chinese citizens and institutions.

We too would like to remind Chinese nationals in Syria to take extra security precautions, leave the country or travel to relatively safer regions as soon as possible, and immediately contact the embassy for assistance in emergency situations.

林剑 菲方说法与事实完全不符。中国对南沙群岛及其附近海域拥有无可争辩的主权。中方在相关海域开展维权执法，合理合法。
Lin Jian The Philippines’ claim is not factual. China has indisputable sovereignty over Nansha Qundao and the adjacent waters. It is legitimate and lawful for China to carry out law enforcement activities in relevant waters to uphold sovereignty.

Something that she said prior to arriving was that this was threatening peace in Europe. And she repeated that already during her time here in Beijing today. Does the Chinese Foreign Ministry have any comment on the German Foreign Minister’s remarks?
