中方上述工作文件的核心主张是，核武器国家应切实回应无核武器国家的关切和诉求，就互不首先使用核武器缔结条约或发表政治声明；应该支持裁谈会尽早谈判缔结一项关于保证不对无核武器国家和无核武器区使用或威胁使用核武器的国际法律文书；所有国家均应秉持维护全球战略稳定、各国安全不受减损原则，循序渐进推动国际核裁军进程和减少核风险合作；同时，各国应明确反对核不扩散领域的双重标准，反对将地缘政治私利凌驾于国际核不扩散体系之上。

China’s core proposition in the documents is as follows. Nuclear weapon states need to earnestly respond to the concerns and requests of non-nuclear weapon states, and conclude a treaty or issue a political statement on no-first-use of nuclear weapons. Nuclear weapon states need to support the Conference on Disarmament to conclude an international legal instrument as soon as possible on not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear weapon-free-zones. All countries need to follow the principle of “maintaining global strategic stability” and “undiminished security for all,” advance international nuclear disarmament under the step-by-step approach and promote cooperation on reducing nuclear risks. In the meantime, countries need to categorically oppose double standard in the field of nuclear non-proliferation and the act of putting geopolitical selfish interests above international nuclear non-proliferation regime.
