毛宁美国举办所谓第二届“领导人民主峰会”，其实质是按照美国标准给各国划线分类，根据美国利益对各国干预干涉。目的是借民主之名搞“小圈子”，鼓吹“民主对抗威权”虚假叙事，把国际社会分为三六九等，在世界上制造分裂，为推行集团政治、维护霸权战略服务。有关做法本身严重违背民主真谛，严重违背国际关系民主化潮流，严重违背《联合国宪章》宗旨和原则，不利于国际社会团结应对各种共同挑战，反映的是美国一贯的傲慢、偏执、自私、霸道，也是对民主这一全人类共同价值的悖离和践踏。
Mao Ning The US is hosting the second “Summit for Democracy” basically to draw lines between countries in the world according to US criteria and interfere in their affairs based on US interests. The summit is designed to patch up small groupings in the name of democracy, tout the false narrative of “democracy versus autocracy”, impose hierarchy on the international community and create division in the world. This is done at the service of group politics and the US strategy of maintaining its primacy. To hold such a summit is in itself seriously undemocratic and against the global trend of moving towards greater democracy in international relations. It gravely violates the purposes and principles of the UN Charter and hampers international solidarity in dealing with common challenges. The summit reflects how arrogant, intolerant, selfish and domineering the US has always been, and how it contravenes and tramples on democracy as part of the common values of humanity.
这次峰会让世界更加看清美国在民主问题上的虚伪双标及其危害。峰会涉及的所有议题无一例外都是美国在出题，要求各国答卷、兑现承诺，并由美国来批卷，整个过程不民主、不包容、不透明。美国提出“重振民主总统倡议”，真正想重振的是美国霸权，而不是什么各国民主。美国推动峰会发表共同宣言，鼓动部分国家支持一些所谓“准则”“原则”，无非是掺杂私货，推广家法帮规，挑动世界分裂对抗，十分有害和危险。
This summit has actually helped the world see the US hypocrisy and double standard on democracy and the harm it brings. Everything on the summit agenda are just test questions designed by the US for others participating in the summit to answer and deliver as commitments. The US then grades their answers. This whole process is neither democratic nor inclusive or transparent. The Presidential Initiative for Democratic Renewal proposed by the US is not so much about the renewal for world democracies, but the renewal of US hegemony. The declaration of the summit, which was pushed by the US to get some countries on board with certain “code of conduct” and “principles”, is about realizing selfish purposes, expanding the coverage of the rules set by the US and a few others, and stoke division and confrontation in the world. This is extremely harmful and dangerous.
当今世界全球性问题和挑战层出不穷。世界需要的不是以民主的名义制造分裂，实行唯我独尊的单边主义，而是在《联合国宪章》宗旨和原则基础上加强团结合作，坚持真正的多边主义；世界需要的不是打着民主的幌子干涉别国内政，而是践行真民主，摒弃伪民主，推进国际关系民主化；世界需要的不是制造对抗的所谓“民主峰会”，而是实实在在解决国际社会面临问题的团结合作。
As global issues and challenges keep emerging, what our world needs today is not to stoke division in the name of democracy and pursue supremacy-oriented unilateralism, but to strengthen solidarity and cooperation and uphold true multilateralism on the basis of the purposes and principles of the UN Charter. What our world needs today is not to interfere in other countries’ internal affairs under the guise of democracy, but to advocate genuine democracy, reject pseudo-democracy and promote greater democracy in international relations. What our world needs today is not a “Summit for Democracy” that hypes up confrontation, but solidarity and cooperation that focuses on taking real actions to solve global challenges.

Mao Ning The global semiconductor industrial and supply chains are shaped by the laws of market dynamics and the choices of businesses. To politicize, instrumentalize and weaponize trade and tech issues and destabilize the global industrial and supply chains will benefit no one and will eventually backfire.

CNR You just announced the visit to China by Japanese Foreign Minister Yoshimasa Hayashi. Can you share with us the background and arrangements of the visit?
