赵立坚11月2日，第77届联大一委高票通过中国和俄罗斯共提的“不首先在外空部署武器”和“防止外空军备竞赛的进一步切实措施”决议。两项决议均强调，应防止外空军备竞赛，共同努力构建人类命运共同体。这是人类命运共同体理念连续第六年写入联大外空安全领域决议。
Zhao Lijian On November 2, resolutions put forward by China and Russia on “no first placement of weapons in outer space” and “further practical measures for the prevention of an arms race in outer space” were adopted at the First Committee of the 77th session of UNGA with an overwhelming majority of votes. The two resolutions both stressed the need to prevent arms race in outer space and jointly build a human community with a shared future. This marks the sixth consecutive year this vision has been included in UNGA resolutions on outer space security.

For its part, China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future. Certain countries, however, without heeding international consensus, have smeared and distorted the vision of a human community with a shared future, and even sought to hinder its inclusion in UNGA resolutions.

赵立坚昨天，中国常驻联合国副代表戴兵大使在第77届联大全会审议有关议题时全面阐述了中方立场，强调美国对古巴等国家持续施加一系列单边强制措施，严重违背2030年议程国际共识，严重损害各国人民的生存权和发展权，必须立即终止。
Zhao Lijian Yesterday, Ambassador Dai Bing, China’s Deputy Permanent Representative to the UN elaborated on China’s position during the discussion on this subject at the 77th session of the United Nations General Assembly. He stressed that the long-standing US unilateral coercive measures on Cuba and other countries are a serious violation of the consensus of the 2030 Sustainable Development Agenda and damage the right to survival and development of these countries’ peoples. He called for an immediate termination of those measures.
自1992年起，联合国大会连续29次以压倒性多数通过“终止美国对古巴的经济、商业和金融封锁”决议，这代表了国际社会的正义呼声，必须得到切实执行。令人遗憾的是，美国对古巴的经济、商业和金融封锁非但没有停止，反而不断加剧。在新冠疫情暴发后，美国实施了数十项对古巴的制裁措施。这严重违背《联合国宪章》宗旨和原则及联大有关决议，国际社会应予同声谴责。
Since 1992, for 29 consecutive times, the UN General Assembly has adopted with overwhelming majority a resolution calling for an end to the economic, commercial and financial embargo imposed on Cuba by the US. This is a call for justice from the international community and the world demands action. Regrettably, the embargo has not only remained in place, but has even been tightened in recent years. Since the start of COVID-19, the US has imposed dozens of new sanctions on Cuba. This breaches the purposes and principles of the UN Charter and relevant UNGA resolutions, and calls for condemnation from the international community.
中方敦促美方立即全面取消对古巴的经济、商业和金融封锁，按照《联合国宪章》的宗旨和原则及国际关系基本准则同其他会员国发展正常的国家间关系。这符合美古两国人民共同利益，也有利于地区的和平稳定。中国已决定再次投票支持古巴在本议题下提交的决议草案。
China urges the US to immediately lift all its economic, commercial and financial embargo against Cuba and develop normal state-to-state relations with other UN member states in accordance with the purposes and principles of the UN Charter and the basic norms governing international relations. This serves the common interests of the US and Cuban peoples and contributes to peace and stability in the Americas as a whole. China has decided to vote in favor of Cuba’s draft resolution on this subject again.
