赵立坚《不扩散核武器条约》第十次审议大会于8月1日至26日在联合国总部举行。此次会议是在全球战略安全环境持续恶化、国际核裁军与核不扩散体系面临严峻挑战的背景下举行的，与会各方围绕《条约》核裁军、核不扩散与和平利用核能三大支柱进行了全面深入的讨论，并积极致力于达成成果文件。大会最后未能就成果文件达成一致，中方对此感到遗憾。这再次证明，《条约》机制不是在真空中运行的。中方认为，会议未能达成成果文件，并不意味着会议是失败的。会议期间，各方理念、立场和诉求不断碰撞激荡，这对认识和思考当前国际形势的复杂深刻演变，共同探讨应对国际核不扩散体系面临的严峻挑战具有重要意义。
Zhao Lijian The Tenth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was held from August 1 to 26 at the UN Headquarters. This conference was held at a time when the global strategic security environment keeps deteriorating and the international nuclear disarmament and non-proliferation system face severe challenges. Parties to the conference had comprehensive and in-depth discussions on disarmament, nonproliferation, and peaceful uses of nuclear energy, which form the three pillars of the NPT, and worked actively on an outcome document. It is regrettable, however, that the conference concluded without consensus on the outcome document. This once again shows that the NPT mechanism does not operate in the vacuum. China does not see the lack of an outcome document as a failure of the conference, because the exchange and clash of ideas, positions and concerns among parties during the meeting is important for understanding and reflecting on the complex and profound changes of the current international landscape and useful for jointly exploring ways to address the severe challenges facing the international non-proliferation system.
会议期间，中国代表团坚持共同、综合、合作、可持续的新安全理念，以积极、建设性态度参加了各项实质性工作，高度肯定《条约》地位和作用，主张全面平衡推进《条约》三大支柱，提出《条约》服务和平与发展的新定位。中方强调，中国的核战略与核政策在五个核武器国家中最具稳定性、连续性，是最负责任的。中国积极致力于推动国际核军控进程，同时也会坚决维护国家正当安全利益。中国坚定维护国际核不扩散体系，旗帜鲜明地反对将地缘政治利益凌驾于核不扩散之上的错误行径。中国积极推动和平利用核能国际合作。
During the meeting, the Chinese delegation was guided by the new vision of common, comprehensive, cooperative and sustainable global security, and participated actively and constructively in substantive work on various fronts. The Chinese delegation highly recognized the status and role of the NPT, advocated promoting the three pillars of the NPT in a comprehensive and balanced manner, and proposed the new role of the NPT in serving peace and development. The Chinese side reiterated that China has the most stable, consistent and responsible nuclear strategy and policy among the five nuclear-weapon states. China actively commits itself to advancing the international nuclear arms control process and will in the meantime firmly uphold its legitimate security interests. China firmly upholds the international nuclear non-proliferation system, and unequivocally opposes the erroneous practice of putting geopolitical interests above non-proliferation efforts. China also actively promotes international cooperation on the peaceful uses of nuclear energy.
《条约》审议大会已经闭幕，维护《条约》宗旨和目的的努力不应停止。中方将坚持走和平发展道路，继续以习近平主席提出的全球安全倡议与全球发展倡议为指引，忠实履行《条约》各项义务，维护全球战略平衡与稳定，捍卫国际核不扩散体系，支持发展中国家和平利用核能事业。我们愿同各方携手努力，不断加强《条约》普遍性权威性和有效性，为这个动荡与变革的时代增加更多的稳定性和确定性，为促进世界和平、安全与发展作出新的贡献。
The NPT review conference has concluded, but this is not the end of upholding the object and purpose of the NPT. China will stay committed to the path of peaceful development, continue to be guided by the Global Security Initiative and Global Development Initiative put forward by President Xi Jinping, faithfully observe obligations under the NPT, preserve global strategic balance and stability, safeguard the international nuclear non-proliferation system and support the peaceful uses of nuclear energy by developing countries. We are ready to work with all parties to enhance the universality, authority and effectiveness of the NPT, add more stability and certainty to a time of turbulence and transformation and make new contributions to world peace, security and development.

Zhao Lijian The Chinese government attaches great importance to and is fully committed to protecting the safety and lawful rights and interests of overseas Chinese nationals, including our compatriots from Taiwan. The Chinese embassy in Cambodia is in close communication with the Cambodian government in the ongoing search and rescue efforts. The Chinese embassy has so far received help requests from over 20 compatriots who came from Taiwan and has assisted the Cambodian side in successfully rescuing some of them. We will continue to closely follow the handling of relevant cases. Compatriots from Taiwan and their families in need can contact the Chinese embassy in Cambodia promptly to seek help.
