Wang Wenbin First let me share with you some details about the talks between the two foreign ministers. State Councilor and Foreign Minister Wang Yi held long talks with visiting ROK Foreign Minister Park Jin yesterday in Qingdao. Wang Yi said that this year marks the 30th anniversary of the establishment of diplomatic relations between China and the ROK. At the age of 30, this relationship has every reason to have become more mature, independent and steady. As history and reality have shown, China and the ROK have always been neighbors who share a common stake in security and partners who need each other. The two sides have respected and supported each other and contributed to each other’s success. This has not only delivered important benefits for both countries and peoples, but also contributed significantly to regional peace, development and prosperity.
王毅国务委员兼外长强调，面向下一个30年，双方要总结有益经验，把握好两国关系发展大局。中方对韩政策保持连续性和稳定性，希望韩方同中方相向而行。应当坚持独立自主，不受外界干扰；应当坚持睦邻友好，照顾彼此重大关切；应当坚持开放共赢，维护产供链稳定畅通；应当坚持平等尊重，互不干涉内政；应当坚持多边主义，遵守联合国宪章宗旨原则。这五个“应当”，是两国人民意愿的最大公约数，也是时代潮流的必然要求。中方愿同韩方一道，坚持双方确定的战略合作伙伴关系定位，推动中韩关系健康稳定向前发展。
Wang Yi stressed that for the next three decades, China and the ROK need to take stock of the useful experience and keep bilateral relations moving forward in the right direction. China’s policy towards the ROK remains consistent and stable. We hope the ROK will work in the same direction with China. The two sides need to stay committed to independence and keep this relationship free from external interference. The two sides need to stay committed to good neighborliness and friendship and accommodate each other’s major concerns. The two sides need to stay committed to openness and win-win cooperation and keep industrial and supply chains stable and unfettered. The two sides need to stay committed to equality and mutual respect and not interfere in each other’s internal affairs. The two sides need to stay committed to multilateralism and follow the purposes and principles of the UN Charter. These five points represent the shared desire of the people in both countries and the trend of the times. China stands ready to work with the ROK to stick to the mutually agreed characterization of bilateral relations, i.e. a strategic cooperative partnership, and work together for the sound and steady growth of bilateral ties.

Wang Yi pointed out that globalization is facing headwinds and certain countries have politicized economic issues, used trade as a tool, and weaponized various sets of standards, which has destabilized global industrial and supply chains. As beneficiaries of and contributors to the global free trade system, China and the ROK should jointly reject such behavior that breaches the laws of the market, and keep our two countries’ and the global industrial and supply chains secure and stable. The two sides agreed to speed up phase-two negotiation of the China-ROK FTA and strive to reach an early agreement. The two sides agreed to hold dialogue on keeping industrial and supply chains stable and committed to keep industrial and supply chains intact, secure, unfettered, open and inclusive. Both remain committed to trade and investment liberalization, WTO rules, and the principles of non-discrimination, non-exclusion, openness and transparency.
至于你关心的“萨德”问题，我想指出的是，美方在韩部署“萨德”系统明显损害中国的战略安全利益，中方已多次向韩方表明关切。韩国政府正式对外作出“三不一限”的政策宣示。中方重视韩国政府的这一立场。基于双方的谅解，中韩双方阶段性稳妥处理了“萨德”问题。在此次中韩外长会谈中，双方就“萨德”问题又深入交换了意见，阐明了各自立场，增进了相互了解。双方同意重视对方合理关切，继续审慎处理和管控好这一问题，不使其成为影响两国关系健康稳定发展的绊脚石。
As to the issue of the Terminal High Altitude Area Defense (THAAD) system that you asked about, I would like to point out that the US’s deployment of THAAD anti-missile system in the ROK clearly undermines China’s strategic security interest. China has made clear its concern to the ROK side on multiple occasions. Previously, the ROK government officially announced its policy of “three nos and one restriction” (no additional deployment of the THAAD system in the ROK; no participation in a US-led missile defense network; no involvement in a trilateral military alliance with the US and Japan; and restriction in the use of the THAAD system deployed). China attaches importance to this position of the ROK government. Based on the understanding between the two sides, China and the ROK were able to properly handle the THAAD issue. During yesterday’s meeting between the two foreign ministers, the two sides once again had an in-depth exchange of views on the THAAD issue, elaborated on their respective positions, and deepened mutual understanding. Both agreed to take each other’s legitimate concerns seriously and continue to prudently handle and properly manage this issue to make sure it does not become a stumbling block to the sound and steady growth of bilateral relations.
