The NPT stipulates that “Each non-nuclear-weapon State Party to the Treaty undertakes not to receive the transfer from any transferor whatsoever of nuclear weapons ... or of control over such weapons ... directly, or indirectly”. Nuclear sharing between the US and Japan would constitute a violation of NPT, and heighten the risk of nuclear proliferation and nuclear conflicts.
日本作为NPT无核武器缔约国，在未能深刻反省侵略历史的同时，长期以核武器受害国自居，唱着推进核裁军、反对核扩散的高调，在实践中却享受着美国的“核保护伞”，反对和阻挠美国放弃首先使用核武器政策，现在又纵容国内讨论违反NPT的“核共享”政策，日方这种自相矛盾的做法极其虚伪。近期，日本公然讨论修改自身承诺的“无核三原则”，甚至在向NPT审议大会提交的最新版国家报告中删除了相关表述，日方相关消极动向值得国际社会高度警惕。
Instead of deeply reflecting on its history of aggression, Japan, as a non-nuclear-weapon State Party to the NPT, has long presented itself as a victim of nuclear weapons, vociferously advocates nuclear disarmament and anti-proliferation. But in practice, it sits comfortably under the US’ nuclear umbrella, and opposes and thwarts the US' relinquishing its policy of first use of nuclear weapons. It now even connives at discussions at home over nuclear sharing in defiance of the NPT. Such self-contradictory moves of Japan is highly hypocritical. Lately, Japan has also openly discussed revising the three non-nuclear principles it committed to, and even deleted the expression in the latest national report submitted to the NPT review conference. Such negative moves of Japan warrant high alert from the international community.
如果日方真的在国际安全与军控问题上采取负责任态度，就应该切实履行作为无核武器国家的义务，继续遵守自身承诺的“无核三原则”，不得以任何形式寻求核武器。作为美国的盟国，日方还应该推动美方摈弃冷战思维，切实降低核武器在国家安全政策中的作用，承担起核裁军特殊、优先责任，为维护全球和地区的战略平衡与稳定作出应有贡献。
If the Japanese side can truly act in a responsible manner on issues concerning international security and arms control, then it should earnestly fulfill its obligation as a non-nuclear-weapon state, continue to comply with its three non-nuclear principles, and refrain from seeking nuclear weapons in any form. As a US ally, Japan should also encourage the US to give up its Cold War mentality, reduce the role of nuclear weapons in national security policies in real earnest, shoulder the special and primary responsibilities toward nuclear disarmament, and make due contributions to maintaining global and regional strategic balance and stability.
