This a principle China always follows and a basic norm governing international relations that all countries should adhere to. At the same time, we recognize that the Ukraine issue has a complex and special historical context and understand Russia’s legitimate concerns on security issues. China maintains that all should discard the Cold War mentality and eventually put in place a balanced, effective and sustainable European security mechanism through dialogue and negotiation.

汪文斌我注意到有关报道。联署发起仅24小时就有超过20万网民参与，要求美国无条件归还属于阿富汗人民的资产。这充分说明美国窃取阿富汗资产的强盗行径引发强烈公愤。
Wang Wenbin I noted relevant reports. In just 24 hours, over 200,000 people signed the joint letter demanding the US to return the Afghan people’s assets unconditionally. This fully shows that the US’ robbery of Afghan assets has triggered strong indignation.
美国是阿富汗问题的始作俑者。据报道，阿富汗战争期间，累计有3万多名无辜平民被美军杀死或因战乱丧生，约1100万人沦为难民。美国不负责任地从阿富汗仓促撤军，将灾难和痛苦留给了无辜的阿富汗人民，致使阿人民至今仍面临着严重的人道主义危机。联合国世界粮食计划署统计数据显示，2280万阿富汗人面临严重粮食安全问题，320万5岁以下的阿富汗儿童严重营养不良，阿富汗正面临“雪崩般的饥饿和贫困”。
The US is the culprit of the Afghan issue. It is reported that during the war in Afghanistan, more than 30,000 innocent civilians were killed by the US military or died of the war, and about 11 million people became refugees. The US withdrew its troops from Afghanistan in an irresponsible and hasty manner, leaving disaster and suffering to the innocent Afghan people, who are still facing a serious humanitarian crisis. With 22.8 million Afghans facing acute food insecurity and 3.2 million Afghan children under the age of five suffering from malnutrition, the country is facing an “avalanche of hunger and poverty”, according to the UN World Food Program.
危难关头，美国不但不担负起帮助阿富汗人民缓解人道危机的应尽之责，反而公然劫掠阿富汗国家资产，进一步加剧阿富汗人民苦难。美方所作所为再次暴露出，美方标榜的“基于规则的国际秩序”，实质是维护美国霸权强权的规则秩序。
At this critical moment, instead of shouldering its due responsibility to help the Afghan people ease the humanitarian crisis, the US openly plundered the national assets of Afghanistan, further aggravating the suffering of the Afghan people. Such acts once again reveal that the “rules-based international order” touted by the US is in essence a set of rules and order to safeguard US hegemony and power.
我们呼吁美方立即全面解除对阿在美资产的“冻结”和单边制裁，无条件归还属于阿富汗人民的资产，以实际行动弥补对阿富汗人民造成的伤害。
We call on the US side to immediately and completely unfreeze Afghanistan’s assets and lift unilateral sanctions on the country, unconditionally return the assets belonging to the Afghan people and take concrete actions to remedy the harm done to the Afghan people.
