赵立坚今天是中国同斯里兰卡建交纪念日。建交65年来，双方始终相互理解、相互支持，树立了大小国家友好相处、互利合作的典范。中斯是守望相助的好朋友、共谋发展的好伙伴、相互支持的好兄弟。斯里兰卡恪守一个中国原则，坚定支持中国在国际事务中的正当立场。中方也坚定支持斯里兰卡维护国家主权和独立，支持斯方走适合本国国情的发展道路。疫情发生后，双方发扬互助精神，携手抗击疫情，传统友谊得到升华。
Zhao Lijian Today marks the 65th anniversary of the diplomatic ties of China and Sri Lanka. Over the past 65 years, the two sides have lent mutual understanding and support to each other, setting an example of friendly coexistence and mutually beneficial cooperation between countries different in size. China and Sri Lanka are good friends looking out for each other, good partners seeking common development, and good brothers rendering mutual support. Sri Lanka has been abiding by the one-China principle, and firmly supporting China’s just position on international affairs. On China’s part, we also have been firmly supporting Sri Lanka in defending national sovereignty and independence, and following a development path suitable for its national conditions. Since the outbreak of COVID-19, the two sides have been upholding the spirit of mutual assistance, fighting the pandemic in joint hands and elevating the traditional friendship.
今年初，王毅国务委员兼外长成功访问斯里兰卡，同斯方共同启动了建交65周年暨《米胶协定》签署70周年庆祝活动。中方愿同斯方一道，以建交周年为契机，弘扬“独立自强、团结互助”的米胶协定精神，进一步深化传统友谊，增进政治互信，加强团结抗疫，推动共建“一带一路”等务实合作提质升级，密切在国际和地区事务中的协调与合作，巩固好、拓展好中斯战略合作伙伴关系，更好造福两国和两国人民。
At the beginning of this year, State Councilor and Foreign Minister Wang Yi paid a successful visit to Sri Lanka, and launched the celebration of the 65th anniversary of the China-Sri Lanka diplomatic relations and the 70th anniversary of the Rubber-Rice Pact together with the Sri Lankan side. China is ready to work with Sri Lanka to take the anniversary as an opportunity to carry forward the spirit of the Rubber-Rice Pact characterized by independence, self-reliance, unity and mutual support, further deepen the traditional friendship, boost political mutual trust and enhance solidarity against the pandemic. We will jointly upgrade practical cooperation including the Belt and Road cooperation, conduct closer coordination and cooperation in international and regional affairs, and consolidate and expand China-Sri Lanka strategic cooperative partnership to better deliver benefits to the two countries and the two peoples.

Zhao Lijian China highly appreciates the positive remarks made by the heads of state and heads of international organizations on the Global Development Initiative (GDI). The GDI aims at speeding up the implementation of the 2030 Agenda for Sustainable Development, practices true multilateralism, upholds the spirit of openness and inclusiveness and the principles of extensive consultation, joint contribution and shared benefits, and stays open to all countries. The international has actively responded to and participated in the GDI since it was put forward by China. Nearly a hundred countries and international organizations including the UN have expressed support for the initiative so far. This fully shows that accelerating the implementation of the 2030 Agenda for Sustainable Development is a shared aspiration of all countries, especially developing countries. The core concept of the GDI is based on extensive international consensus and its focus of cooperation meets the priorities of development cooperation among parties and the whole world, thus laying the groundwork for the initiative’s steady and sustained operation.

赵立坚我们注意到美国国会众议院通过了所谓“2022年美国竞争法案”。该法案涉华内容充斥冷战思维和零和理念，诋毁中国发展道路和内外政策，鼓吹开展对华战略竞争，就涉台、涉疆、涉港、涉藏等问题指手画脚。中方对此坚决反对。
Zhao Lijian We noted that the US House of Representatives passed the so-called America COMPETES Act of 2022. The China-related content in this Act is steeped in Cold War mentality and zero-sum game. It denigrates China’s development path and domestic as well as foreign policy, clamors for strategic competition with China, and makes wanton remarks on issues relating to Taiwan, Xinjiang, Hong Kong and Tibet. China firmly opposes it.
我们多次说过，美国怎么发展，怎么提升自己的“竞争力”，是美国自己的事，但美国不要拿中国说事，更不得以此为借口干涉中国内政、损害中国利益。这一法案再次暴露了美方霸道霸凌行径，根本违背当今世界求和平、谋发展、促合作的时代潮流和人心所向，最终只会损害美国自身利益。
As we have said repeatedly, how the US develops itself and enhances its competitiveness is its own business, but it shouldn’t make an issue out of China, still less use it as a pretext to meddle in China’s domestic affairs and harm China’s interests. This Act once again exposes the hegemonic and bullying practice of the US, which in a fundamental sense runs counter to the trend of our times and people’s shared aspiration for peace, development and cooperation. Eventually it will only hurt the US’ interests.
美方应摒弃冷战思维和零和理念，客观理性看待中国发展和中美关系，删除法案中涉华消极内容，停止审议推进该案，停止损害中美关系和双方在重要领域的合作。
The US should discard the Cold War mentality and zero-sum game, view China’s development and China-US relations in an objective and rational light, delete the negative content regarding China in the bill, stop reviewing and pushing the Act, and stop undermining China-US relations and cooperation in important areas.
