Wang Wenbin State Councilor and Foreign Minister Wang Yi had a telephone conversation today with Kazakhstan’s Deputy Prime Minister and Foreign Minister Mukhtar Tileuberdi.
王毅在通话中表示，作为哈萨克斯坦永久全面战略伙伴，在事关哈前途命运的关键时刻，中方愿对哈方维稳止暴表达坚定支持。三天前，习近平主席专门向托卡耶夫总统致口信，公开表达支持，充分体现了中哈永久全面战略伙伴关系的高水平，也再次印证了危急时刻两国安危与共的深厚情谊。中方愿同哈方共同落实好两国元首达成的重要政治共识，并愿尽己所能向哈方提供必要支持和帮助。
Wang said during the call that as Kazakhstan’s permanent comprehensive strategic partner, China would like to express its firm support for the Kazakh side’s efforts to maintain stability and end violence at a critical moment bearing on the country’s future. Three days ago, President Xi Jinping sent a verbal message to President Kassym-Jomart Tokayev to openly voice China’s support. This fully demonstrates the high level of our permanent comprehensive strategic partnership and stands as another testament to our deep bond of friendship through weal and woe. China stands ready to work together with the Kazakh side to implement our heads of state’s important political consensus and do our best to provide necessary support and assistance to Kazakhstan.

Tileuberdi expressed heartfelt thanks for President Xi Jinping’s important verbal message to President Kassym-Jomart Tokayev at a critical moment for Kazakhstan. He was among the first to voice support for President Tokayev and the Kazakh people. As Kazakhstan marks the National Day of Mourning, a phone call from the Chinese foreign minister once again demonstrates China’s firm support for Kazakhstan and the two sides’ fraternal ties.
王毅表示，值此哈萨克斯坦全国哀悼日之际，中方愿向哈打击暴恐而牺牲的一线执法人员表示敬意，向无辜死伤者表示哀悼和慰问。此时此刻，中国政府和人民同哈政府和人民坚定站在一起。“风雨过后见彩虹”，相信在托卡耶夫总统坚强领导下，哈定能完全恢复安宁稳定，战胜这段“至暗时刻”，哈萨克斯坦将更加坚韧和强大。
Wang said that as Kazakhstan marks the National Day of Mourning, the Chinese side would like to salute all frontline law enforcement personnel who made the ultimate sacrifice in their line of duty against violent terrorism and extend sympathy for the innocent victims and the wounded. At this moment, the Chinese government and people stand in solidarity with the Kazakh government and people. After the storm comes the rainbow. We are convinced that under the strong leadership of President Tokayev, peace and stability will be fully restored and Kazakhstan will emerge even more resilient and stronger from this dark hour.
王毅强调，此次哈突变生乱表明，中亚地区形势仍面临严峻挑战，也再次证明某些外部势力并不希望我们这个地区和平安宁。作为邻国，我们比任何人都希望中亚保持长期稳定，实现发展振兴。中方愿同哈方加大执法、安全部门合作，加大反干涉双边合作，维护两国政治制度和政权安全，预防和反对任何“颜色革命”图谋，共同反对任何外部势力的干涉渗透；确保中哈合作重大项目安全和顺利运营，相信哈方将切实保障在哈中方机构和人员安全。
Wang stressed that the unexpected chaos in Kazakhstan shows that the situation in Central Asia still faces severe challenges and some external forces don’t want to see peace and tranquility in our region. As a neighboring country, China hopes Central Asia can maintain long-term stability and achieve development and revitalization more than anyone. China is ready to work with Kazakhstan to enhance cooperation between law enforcement and security departments, strengthen bilateral cooperation against external interference, uphold the two countries’ political system and political power security, forestall and foil any attempt at instigating “color revolution”, and jointly oppose the interference and infiltration of any external force. Efforts should be made to ensure the safety and smooth operation of major projects under the bilateral cooperation. It is believed that Kazakhstan will earnestly safeguard the safety of Chinese institutions and personnel in the country.
特列乌别尔季表示，哈方完全赞同中方建议，愿同中方密切沟通，加强安全合作，共同打击“三股势力”。
Tileuberdi said that Kazakhstan fully agrees with China’s proposals and is ready to have close communication with China to strengthen security cooperation and jointly combat terrorism, separatism and extremism.
中哈双方还就下阶段两国高层交往进行了沟通。王毅表示，中方欢迎托卡耶夫总统出席北京冬奥会开幕式，将确保哈方冬奥之行安全顺利、圆满成功。特列乌别尔季表示，即将举行的北京冬奥会是具有国际影响和重要象征意义的世界盛会，将促进世界和平合作，增进各国人民相互理解。哈方将同中方共同做好有关筹备工作。
China and Kazakhstan also exchanged views on high-level exchanges in the next stage. Wang said that China welcomes President Tokayev’s visit to China to attend the opening ceremony of the Beijing Winter Olympic Games and will ensure the Kazakh side’s trip is safe, smooth and successful. Tileuberdi said that the upcoming Beijing Winter Olympic Games is a grand event in the world with international influence and important symbolic significance, adding that the Games will promote world peace and cooperation and enhance mutual understanding among people of all countries. Kazakhstan will work with China to make relevant preparations.
