Phoenix TV The Chinese and US heads of state just held their virtual meeting this morning. How does China see the outcomes of the meeting? Were the expected goals reached? What specific measures will be adopted to implement the two heads of state’s consensus?
赵立坚今天上午,习近平主席同拜登总统举行视频会晤。外交部副部长谢锋在会晤后接受了采访。这是中美关系史上两国元首首次视频会晤,也是中美关系和国际关系中的一件大事。会晤从北京时间上午8:45开始,到12:25结束,持续了3个半小时,超过原定时间。双方围绕中美关系战略性、全局性、根本性问题,各自发展议程与内外政策,以及共同关心的国际地区问题等广泛交换了意见。
Zhao Lijian President Xi Jinping held a virtual meeting with President Joe Biden this morning. Vice Foreign Minister Xie Feng briefed journalists on the meeting in an interview afterwards. It is the first heads-of-state meeting in the virtual format in the history of China-US relations. It is of great significance for China-US relations and international relations. The meeting started at 8:45 Beijing time and lasted for three and a half hours, ending at 12:25, later than scheduled. The two sides had exchanges on a broad range of issues, including those of strategic, overarching and fundamental importance shaping the development of China-US relations, respective development agenda, domestic and foreign policies and regional and international issues of mutual interest.
这次会晤的主要内容可以概括为“1234”,也就是:一是习近平主席就“一个重要问题”深入做了美方工作,二是两国领导人达成了“两个原则共识”,三和四是习近平主席就发展中美关系提出了“三点原则”和“四个方面的优先事项”。
The key points of the meeting can be summarized as one important question President Xi elaborated on, two principled consensuses reached between the two Presidents, three principles and four priorities put forward by President Xi on developing China-US relations.
“一个重要问题”是台湾问题。台湾问题始终是中美关系中最重要最敏感的问题,也是两国元首每次交往必谈的问题。习近平主席在此次会晤中明确指出,一个中国原则和中美三个联合公报是中美关系的政治基础,强调中国实现完全统一,是全体中华儿女的共同愿望。我们愿以最大诚意、尽最大努力争取和平统一的前景。但是如果“台独”分裂势力挑衅逼迫,甚至突破红线,我们将不得不采取断然措施。在这个关系中国主权和领土完整的问题上,中国没有妥协的空间。拜登总统在会晤中再次重申,美方坚持一个中国政策,不支持“台独”。
One important question is the Taiwan question, which remains the most important and sensitive issue in China-US relations and a topic always on the agenda whenever our heads of state meet. President Xi pointed out unequivocally in this meeting that the one-China principle and the three China-US Joint Communiqués are the political foundation of China-US relations. Achieving China’s complete reunification is an aspiration shared by all sons and daughters of the Chinese nation. We will strive for the prospect of peaceful reunification with utmost sincerity and efforts. That said, should the separatist forces for “Taiwan independence” provoke us, force our hands or even cross the red line, we will be compelled to take resolute measures. On this question bearing on China’s sovereignty and territorial integrity, there is no room for compromise. President Biden reiterated in the meeting that the US is committed to the one-China policy and does not support “Taiwan independence”.
关于两项原则共识,一是两国元首都强调中美关系的重要性。习近平主席表示,推动中美各自发展,维护和平稳定的国际环境,都需要一个健康稳定的中美关系。双方应该加强沟通与合作,既办好各自国内的事情,又承担起应尽的国际责任,引领中美关系积极向前发展,共同推进人类和平与发展的崇高事业。这是造福两国人民的需要,也是国际社会的共同期待。拜登总统表示,中美关系不仅事关两国,也攸关世界。我们不仅应对两国负责,也应为世界负责。他赞同中美关系不能搞砸。美方的目标绝不是改变中国的体制。双方应该相互尊重,和平共处。当务之急是双方就中美关系中广泛的实质议题进行坦诚对话,确保竞争是健康的,不会导致冲突对抗。
One of the two principled consensuses is the importance of China-US relations. President Xi said that a sound and stable China-US relationship is required for advancing the two countries’ respective development and for safeguarding a peaceful and stable international environment. The two sides should increase communication and cooperation, each run their domestic affairs well and, at the same time, shoulder their share of international responsibilities, take active steps to move China-US relations forward in a positive direction, and work together to advance the noble cause of world peace and development. Doing so will advance the interests of the two peoples and meet the expectation of the international community. President Biden said that how our bilateral relationship evolves will have a profound impact not only on our countries but also the rest of the world. We have a responsibility to the world, as well as to our people. He agrees that we cannot afford to mess up our relationship. He reiterated that the US does not seek to change China’s system and is willing to work with China on the basis of mutual respect and peaceful coexistence. The most pressing task at hand is to engage in candid dialogue on a broad range of substantive issues in bilateral relations to make sure that competition is healthy and does not veer into conflict.
第二个共识是,两国元首都表示反对打“新冷战”。中方一贯反对任何形式的“新冷战”。拜登总统也明确表示美方不寻求“新冷战”。实际上,各国包括美国盟友,都不愿意再走冷战老路,也不愿意在中美间选边站队。习近平主席在会晤中指出,搞意识形态划线、阵营分割、集团对抗,结局必然是世界遭殃。中方要求美方把不打“新冷战”表态落到实处,希望美方在亚太地区发挥建设性、有利于团结的作用。
The second consensus is rejection of a “new Cold War”. China consistently opposes a “new Cold War” in any form. President Biden has also explicitly stated that the US does not seek a “new Cold War”. Actually, no country, not even US allies, wants to see another Cold War or choose sides between China and the US. President Xi stressed during the meeting that drawing ideological lines or dividing the world into different camps or rival groups will only make the world suffer. The Chinese side called on the US side to meet its word of not seeking a “new Cold War” with concrete actions. It is hoped that the US will play a constructive role in the Asia-Pacific that is conducive to enhancing solidarity.
关于三点原则,习近平主席在会晤中指明了新时期中美相处之道,即三点原则:一是相互尊重。尊重彼此社会制度和发展道路,尊重对方核心利益和重大关切,尊重各自发展权利,平等相待,管控分歧,求同存异。二是和平共处。不冲突不对抗是双方必须坚守的底线。三是合作共赢。中美利益深度交融。地球足够大,容得下中美各自和共同发展。要坚持互利共赢,不玩零和博弈,不搞你输我赢。
President Xi pointed out three principles for China and the US to get along in the new era. First, mutual respect. The two countries need to respect each other’s social systems and development paths, respect each other’s core interests and major concerns, and respect each other’s right to development. They need to treat each other as equals, keep differences under control, and seek common ground while reserving differences. Second, peaceful coexistence. No conflict and no confrontation is a line that both sides must hold. Third, win-win cooperation. The two sides’ interests are deeply intertwined. The world is big enough for the two countries to develop individually and collectively. The right thing to do is to choose mutual benefit over zero-sum game or the I-win-you-lose approach.
关于四个方面的优先事项。习近平主席在会晤中表示,中美当前要着力推动四个方面的优先事项:一是展现大国担当,引领国际社会合作应对突出挑战,包括气变和全球公共卫生、能源、产业链供应链安全等等。中美合作也许不是万能的,但没有中美合作是万万不能的。中方提出的全球性倡议对美国都开放,希望美方也能如此。二是本着平等互利精神,推进各领域各层级交往,为中美关系注入更多正能量。两国元首通过多种方式保持密切联系,为中美关系指明方向、注入动力。中美在经济、能源、两军、执法、教育、科技、网络、环保、地方等诸多领域有着广泛共同利益,应该互通有无、取长补短,做大合作“蛋糕”。中美可以利用两国外交安全、经贸财金、气候变化团队的对话渠道和机制,推动务实合作,解决具体问题。三是以建设性方式管控分歧和敏感问题,防止中美关系脱轨失控。中美存在分歧很自然,关键是要建设性管控,避免激化和扩大化。中方维护自身主权、安全、发展利益坚定不移。美方务必要谨慎处理好相关问题。四是加大在重大国际和地区热点问题上的协调与合作,为世界提供更多公共产品。天下并不太平。中美应该同国际社会一道,共同捍卫世界和平,促进全球发展,维护公正合理的国际秩序。
With regard to the four priority areas, President Xi identified four areas where China and the US should focus their efforts on. First, shouldering responsibilities of major countries and leading global response to outstanding challenges, such as climate change, global public health, energy, and industrial and supply chain security. China-US cooperation may not solve all problems, but few problems can be solved without China-US cooperation. The global initiatives China has proposed are all open to the US. We hope the reverse is also true. Second, acting in the spirit of equality and mutual benefit to move forward exchanges at all levels and in all areas and generate more positive energy for China-US relations. The two heads of state can stay in touch with each other through multiple means to set the direction and inject more momentum into bilateral relations. The two countries, with broad common interests in a wide range of areas including economy, energy, mil-to-mil, law-enforcement, education, science and technology, cyber, environmental protection and sub-national interactions, should complement each other to make the cake bigger for China-US cooperation. The two sides could fully harness the dialogue channels and mechanisms between their diplomatic and security, economic and financial, and climate change teams, in an effort to advance practical cooperation and resolve specific issues. Third, managing differences and sensitive issues in a constructive way to prevent China-US relations from getting derailed or out of control. It is only natural for the two countries to have differences. The key is to manage them constructively so that they don’t magnify or exacerbate. China is firmly determined to defend its sovereignty, security and development interests, and it is important that the US properly handle the relevant issues with prudence. Fourth, strengthening coordination and cooperation on major international and regional hotspot issues to provide more public goods to the world. The world is not tranquil. China and the US need to work together with the rest of the international community to defend world peace, promote global development, and safeguard a fair and equitable international order.
两国元首都认为,此次会晤是坦率、建设性、实质性和富有成效的,有利于增进双方相互了解,增加国际社会对中美关系的正面预期,向中美两国和世界发出了强有力信号。双方同意继续通过各种方式保持密切联系,推动中美关系重回健康稳定发展的正确轨道,造福中美两国人民和世界各国人民。
The two Presidents agreed that their meeting is candid, constructive, substantive and productive. It helps increase mutual understanding, adds to the positive expectation of the international community for this relationship, and sends a powerful message to the two countries and the world. The two sides agreed to maintain close communication in different forms and steer China-US relations back on the right track of sound and steady development, for the good of the people in both countries and around the world.
