Zhao Lijian I have taken note of relevant reports. Is ocean discharge truly inevitable or is it Japan's wilful decision driven by selfish interest? If the nuclear contaminated water is truly harmless, then why doesn't Japan release it into lakes at home? Japan needs to answer these questions.
事实上，自今年4月日本政府单方面作出将福岛核污染水向海洋排放决定后，环太平洋各国以及日本国内民众的质疑和反对一直没有停歇。但日方始终没有对核污染水排海决定的合理性、必要性、科学性和安全性给出令人信服的解释。在作出排海决定7个月后，日方才出台放射性影响报告，更加说明当时决策不科学、不严谨。7个月来，日方始终对国际社会的正当关切和诉求置若罔闻。国际社会看到的，是负责福岛核污染水处置的日本企业多次篡改数据、隐瞒真相、管理混乱，是日本媒体屡屡爆出的福岛核电站厂区发生放射性泄漏的丑闻，以及日本政府的监管不到位。
As a matter of fact, since the Japanese government unilaterally decided to discharge the Fukushima nuclear contaminated water into the sea in April 2021, people in Pacific Rim countries and Japan itself have been questioning and opposing the decision nonstop. However, the Japanese side has failed to offer a convincing explanation to show that its decision is justified, necessary, science-based and safe. The radiological impact assessment report only came out seven months after the ocean discharge decision. This shows further that the decision-making back then lacks scientific reasoning and rigorous discussion. Over the past seven months, the Japanese side has turned a deaf ear to the international community's legitimate concern and appeal. What the international community has seen is that the Japanese company in charge of the disposal of the Fukushima nuclear contaminated water repeatedly tempered with data, covered up truth and operated under chaotic management. The world has seen one scandal after another exposed by Japanese media involving radioactive leaks at the Fukushima nuclear power plant site. We have also seen the inadequate regulation by the Japanese government.
我要重申，福岛核污染水处置绝不是日本一家的私事，必须慎之又慎、严格监督。日方应认真回应国际社会、周边国家以及本国民众的呼声，撤销错误决定，履行应尽的国际义务。日本不要让已然造成巨大损害的核泄漏“黑天鹅”演变成奔腾而来的核污染“灰犀牛”。
I reiterate that the disposal of the Fukushima nuclear contaminated water is by no means Japan's private matter. It cannot be handled with too much prudence. Strict supervision must be exercised. The Japanese side should respond to the call of people in Japan, neighboring countries and the international community, revoke its wrong decision, fulfill its due international obligations, and prevent the "black swan" of destructive nuclear leakage from turning into a looming "gray rhino" of nuclear contamination.

赵立坚立陶宛政府不顾中方强烈反对和多次劝阻，批准台湾当局设立所谓“驻立陶宛台湾代表处”。此举在世界上制造“一中一台”，公然违背一个中国原则，背弃立方在两国建交公报中的政治承诺，损害中国主权和领土完整，粗暴干涉中国内政，性质极为恶劣。中国政府表示强烈抗议和坚决反对，将采取一切必要措施，捍卫国家主权和领土完整。由此产生的一切后果由立方负责。
Zhao Lijian The Lithuanian government, in disregard of the Chinese side's strong objection and repeated dissuasion, has approved the establishment of the so-called "Taiwanese Representative Office in Lithuania" by the Taiwan authorities. This act creates the false impression of "one China, one Taiwan" in the world, flagrantly violates the one-China principle, and renounces the political commitment made by Lithuania in the communiqué on the establishment of diplomatic relations with the People's Republic of China. It undermines China's sovereignty and territorial integrity, and grossly interferes in China's internal affairs. The Chinese government expresses strong protest over and firm objection to this extremely egregious act, and will take all necessary measures to defend national sovereignty and territorial integrity. The Lithuanian side shall be responsible for all the ensuing consequences.
世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。我们要求立方立即纠正错误决定。我们也正告台湾当局，妄图挟洋谋“独”是打错了算盘，注定逃脱不了失败的下场。
There is but one China in the world, Taiwan is an inalienable part of China's territory, and the government of the People's Republic of China is the sole legal government representing the whole of China. We demand that the Lithuanian side immediately correct its wrong decision. We also have this stern warning for the Taiwan authorities: Seeking "Taiwan independence" by soliciting foreign support is a totally misguided attempt that is doomed to fail.

As to what necessary measures China will take, you may wait and see. The Lithuanian side shall reap what it sows.
