The guidelines, built on the basis of the proposal China submitted back in 2015 and multilateral discussions in recent years, cover the whole process and chain of biological science research and fully incorporate international consensus. We are inspired by the positive comments from parties at the BWC meetings. The Chinese side has submitted the guidelines to the BWC Review Conference for endorsement. We also encourage all stakeholders to adopt the document voluntarily. We would like to express our appreciation to Pakistan, Brazil and other countries that participated in and supported this multilateral process as well as science institutions, experts and academics that made significant contributions to concluding the guidelines.
