华春莹昨天，李克强总理出席以视频方式举行的上海合作组织成员国政府首脑（总理）理事会第十九次会议。会议就落实不久前上合组织视频峰会成果、新冠肺炎疫情背景下加强上合组织经贸、投资、人文等领域合作深入交换意见，达成广泛共识。成员国领导人还签署并发表了联合公报，批准上合组织经贸等领域多项合作文件。总体看，会议取得非常积极的成果，传递出三个方面的积极信号：
Hua Chunying Yesterday, Premier Li Keqiang attended the 19th Meeting of the Council of Heads of Government of the Member States of the SCO via videolink. At the meeting, Premier Li Keqiang, together with the heads of all participating delegations, exchanged in-depth views on the implementation of the outcomes reached at the recent SCO virtual summit and the strengthening of SCO cooperation in the fields of economy, trade, investment, and people-to-people exchanges in the face of the challenge of COVID-19, and reached broad consensus. The leaders of the Member States also signed and issued a joint communique and adopted cooperation documents in such fields as economy and trade. Overall, the meeting yielded good outcomes and sent three positive signals.
一是弘扬“上海精神”，深化抗疫合作。与会各方积极评价疫情发生以来上合组织国家守望相助、共克时艰的抗疫实践，一致表示将继续弘扬“上海精神”，携手抗击疫情，共同反对将疫情污名化，支持世界卫生组织发挥应有作用。
First, we should continue to live up to the "Shanghai spirit" in deepening anti-epidemic cooperation. The participants all spoke highly of the collective efforts taken by the SCO countries to help each other and overcome difficulties since the outbreak of the pandemic, and agreed to further carry forward the "Shanghai spirit", work together to combat the virus, jointly oppose the stigmatization of the pandemic, and support the World Health Organization in playing its due role.
二是坚持多措并举，共促经济复苏。中方在会上指出，各方应稳定推进上合组织各项合作议程，营造安全稳定的发展环境，发挥科技创新的引领作用，积极开创后疫情时期上合组织发展新局面。中方还积极倡导提升本地区贸易投资自由化便利化水平，深化共建“一带一路”合作，开展数字经济合作，提出发布“中国对上合组织成员国贸易指数”、加快推进上合组织农业技术交流培训示范基地建设、面向上合组织国家开展减贫培训等具体合作倡议。各方一致认为，融合发展、合作共赢，是推动地区各国经济复苏的必由之路，同意深化在贸易便利化、互联互通、科技创新、金融、农业等领域合作，稳步推进复工复产。
Second, we should persist in taking a package of measures to promote economic recovery. China pointed out that all parties should steadily promote the various SCO cooperation agenda, create a safe and stable development environment, give full play to the leading role of scientific and technological innovation, and create a better future for SCO in the post-COVID period. China also actively advocated upgrading the level of trade and investment liberalization and facilitation in the region, jointly building the Belt and Road, and tapping the potential of digital economic cooperation. China also announced specific cooperation initiatives. We will publish an index of our trade with other SCO members, accelerate the development of the SCO demonstration base for exchanges and training on agricultural technologies, and carry out poverty reduction training with other SCO countries. All parties agreed that promoting integrated and interconnected development in keeping with the general trend of the world economy is a sure path to economic recovery of regional countries. It is agreed by all to deepen cooperation on trade facilitation, connectivity, scientific and technological innovation, finance and agriculture, which will help the steady resumption of work and production.
三是倡导开放包容，支持多边主义。各方认为单边主义和保护主义严重阻碍经济全球化进程，强调开放合作是不可逆转的时代潮流，表示将积极维护多边主义和自由贸易。成员国领导人在会议联合公报中指出，上合组织作为当今国际关系体系中有影响力和负责任的参与者，致力于巩固多边主义，支持以世贸组织规则为核心的多边贸易体制。
Third, we should advocate openness and inclusiveness and endorse multilateralism. All parties agreed that unilateralism and protectionism seriously hinder the process of economic globalization, stressing that openness and cooperation is an irreversible trend of the times, and they are willing to actively safeguard multilateralism and free trade. In the joint communique of the meeting, leaders of the Member States pointed out that the SCO, as an influential and responsible part of current international relations, is committed to consolidating multilateralism and supporting the multilateral trading system with WTO rules at its core.
中方作为上合组织重要创始成员国，始终高度重视上合组织发展，愿同各方共同继续高举“上海精神”旗帜，认真落实本次会议达成的各项共识，继续推动上合组织为加强深化合作、推动构建人类命运共同体作出“上合贡献”。
As an important founding member of the SCO, China has always attached great importance to the development of the SCO. Committed to the Shanghai Spirit, China will continue working with all parties to implement the consensus reached at this meeting and make SCO contributions to deepening cooperation and building a community with a shared future for mankind.
深圳卫视记者两年前，孟晚舟女士在温哥华被加拿大警方任意拘押，中加关系因此遭遇严重困难。请问中方如何看待孟晚舟事件的前景？
Shenzhen TV Two years ago, Ms. Meng Wanzhou was arbitrarily detained by the Canadian police in Vancouver, triggering severe difficulties in China-Canada relations. How does China view the Meng Wanzhou case going forward?
华春莹事实已经充分证明，孟晚舟事件是一起严重的政治事件。美国政府炮制这一事件不是出于什么法律原因，其真正目的是要打压中国高科技企业、阻挠中国科技发展，加拿大政府扮演了美方的帮凶，负有不可推卸的责任。孟晚舟没有违反任何加拿大法律，却被无理拘押至今。我们对此表示愤慨，再次予以强烈谴责。
Hua Chunying As proven by facts, the Meng Wanzhou case is a serious political incident. The U.S. government's deliberation and action on it are not out of any legal cause, but out of the agenda to suppress Chinese hi-tech companies and obstruct the development of Chinese science and technology. The Canadian government acted as an accomplice that bears unshirkable responsibilities in this process. Meng Wanzhou has been arbitrarily detained while she did nothing that violates the Canadian law. We express indignation and, once again, strong condemnation over this.
中国政府维护本国公民正当合法权益的决心坚定不移，我们将会为此继续采取一切必要措施。我们再次敦促加拿大立即纠正错误，释放孟晚舟平安回到祖国。
The Chinese government is determined in safeguarding our citizens' legitimate rights and interests. We will continue taking all necessary measures towards this end. We once again urge Canada to correct its wrongdoing at once and release Meng Wanzhou so she could return to her motherland safe and sound.
《北京日报》记者加拿大政府一直批评中方在加拿大公民康明凯、迈克尔案上是“任意拘押”、搞“胁迫外交”。请问中方对此有何评论？
Beijing Daily The Canadian government has been accusing China of "arbitrarily detaining" two Canadians, Michael Kovrig and Michael Spavor, and of pursuing "coercive diplomacy" over these cases. What's China's comment on this?
