美国是涉阿问题的直接当事方和最大外部因素，最有义务就阿当前局势向国际社会作出负责任的说明。我注意到，有一些评论认为美近期涉阿政策有出于一己私利、服务国内政治议程之嫌。美方应当以负责任态度处理涉阿问题，切实为推进阿和平和解发挥建设性作用。

As a direct party and the top external factor in the Afghanistan issue, the United States has a greater obligation more than any other country to give a responsible account of the current situation in the country to the international community. I have noted recently that some commentators suspect the U.S. administration of using Afghanistan policy to serve selfish political agenda. The United States should handle issues relating to Afghanistan in a responsible manner and play a constructive role in facilitating Afghan peace and reconciliation.

Wang Wenbin I made clear China's position yesterday. Today I'd like to share more facts with you. It is an international consensus to cooperate in fighting corruption and other forms of trans-border crimes and refuse to offer a "safe haven" to criminal suspects and illegal proceeds. Repatriation of fugitives and recovering of their illegal assets worldwide is a just cause to safeguard and promote rule of law. Recent years witnessed China's cooperation with over 120 countries and regions on bringing back suspects. During our cooperation, China has been strictly observing international law and customary practices on international justice and law enforcement, fully respecting other countries' judicial sovereignty, and protecting the criminal suspects' lawful rights and interests, which has been widely supported and fully recognized.

美国是中国外逃腐败和经济犯罪嫌疑人最集中的国家。但是近年来，美方一直消极对待中方提出的追逃等合作要求。美国个别执法部门还明目张胆为中方外逃嫌犯撑腰打气、提供庇护，并多次阻挠外逃人员自愿回国投案。美方的所作所为完全站在了正义和法治的对立面，违背了《联合国反腐败公约》和《联合国打击跨国有组织犯罪公约》精神，也背离了美方在国际场合所做公开承诺。我们要求美方停止无端指责抹黑中方的追逃追赃努力，切实履行国际义务和承诺，不要再贪图嫌犯的黑钱，不要成为嫌犯和非法资产的“避罪天堂”。

The United States has the largest number of Chinese fugitives suspected of corruption and economic crime. However, in recent years, the United States has been responding passively to China's requests for cooperation on repatriating fugitives. Certain U.S. law enforcement authorities even publicly bolstered Chinese suspects, provided asylum for them and for many times obstructed some fugitives from voluntarily going back to China to turn themselves in. The behaviors of the United States run counter to justice, rule of law, the spirit of the UN Convention Against Transnational Organized Crime and the UN Convention against Corruption, as well as the country's own commitment made on international occasions. We urge the United States to stop its unwarranted accusations and smears on China's effort to repatriate fugitives and recover illegal proceeds, faithfully implement its international obligations and commitments, stop coveting the illegal proceeds, and avoid becoming a "safe haven" for criminal suspects and their illegal assets.
