Has the Chinese side discussed the construction of the Belt and Road Initiative and resumption of work and production with all sides?
王毅在疫情长期化、防控常态化背景下，中方高度重视安全有序地恢复对外交往。习近平主席同各国领导人一直开展电话、视频、信函交往，前天刚刚同欧盟领导人共同举行视频会晤，还将应邀以视频方式出席联合国成立75周年系列高级别会议。我和我的同事相继访问欧洲和周边各国，我们还会根据新任务新需要设计安排下一步交往活动。随着疫情形势的变化，我们将继续采取线上线下相结合、云外交和实体访问相促进的方式，同各方开展正常交往合作，努力实现疫情防控常态化背景下，双多边交往密度和热度不降，合作广度和深度不减。
Wang Yi We are containing the COVID-19 on a routine basis. Under such circumstances, the Chinese side attaches great importance to resume exchanges with other countries in a safe and orderly manner. President Xi Jinping have always had phone calls, video conferences and exchanged messages with leaders of other countries. President Xi Jinping has just co-hosted a meeting with EU leaders via videolink, and will attend high-level meetings to commemorate the 75th anniversary of the UN via videolink upon invitation. My colleagues and I have visited Europe and China's neighboring countries, and will, according to new tasks, work on the plan for diplomatic activities for the next stage. We will continue to hold both online and offline diplomatic activities, according to the situation of the epidemic, as a way to exchange with other countries. We will strive to maintain the frequency and efficiency of bilateral and multilateral exchanges, as well as maintain the breadth and depth of cooperation.
此访期间，中方同各方总结了疫情以来各领域合作的新特点和好经验，商定继续发挥共建“一带一路”和各国发展战略对接合作的作用，加快推进复工复产，更好造福地区国家人民。一是做好顶层设计，形成各领域合作新的路线图。二是完善合作体系和机制，搭建共建“一带一路”新平台，包括完善边境口岸疫情联防联控等，为“一带一路”提供融资、防疫等全方位支持。三是立足利益契合和需求互补，发动共建“一带一路”合作新引擎。中方愿扩大进口各国优质农产品，欢迎各国参加第三届进口博览会，共享中国扩大市场的机遇。中国支持各国数字经济发展，愿拓展5G、大数据、人工智能、数字经济、电子商务、信息技术领域合作，共建“数字丝绸之路”。四是推进互联互通和人员往来，开辟共建“一带一路”新通道。中哈宣布支持中欧班列发挥更大作用，将其打造成驰骋欧亚大陆的“钢铁驼队”。中吉宣布口岸恢复货运功能。迄今已有近2000名中方专家应邀回到中亚参与复工复产，此次中哈双方又宣布启动“中哈复工复产首批千名专家计划”。中方还愿根据疫情防控进展，适时恢复同中亚各国的航班并增加直航，为双方交往提供更加便利条件。在疫情最严峻时期，中俄空中航线始终畅通，边境货运从未中断。随着疫情形势趋缓，双方合作项目复工率已达九成左右，这次双方积极探讨就人员与货物跨境流动达成便利化安排。中蒙将在顺畅运行物流“绿色通道”基础上，加快建立便利必要人员往来的“快捷通道”。
During the visit, the Chinese side, together with all sides, summarized the new features and good experience in cooperation in all areas since the onset of the epidemic. We agreed to continuously give play to the role of the synergy among the Belt and Road cooperation and development strategies of all countries, and accelerate resumption of work and production, in a bid to better benefit peoples in the region. We must ensure a good top-level design in the first place. Second, we must improve cooperation system and mechanism, build a new platform of the Belt and Road Initiative, including improving collective and coordinated response mechanisms in the border areas, and fully support the financing and epidemic response for Belt and Road cooperation projects. Third, we must proceed from our shared interests and complementarity in our needs, and start the new engine of the Belt and Road cooperation. The Chinese side will import more quality agricultural products. All countries are welcome to participate in the third China International Import Expo, and share the opportunities in China's growing market. China supports all countries in developing digital economy, and will expand cooperation in 5G, big data, artificial intelligence, digital economy, e-commerce and information and communications technology, and will build the Digital Silk Road together. Fourth, efforts must be made to promote interconnectivity and personnel exchanges, and open up new channels of the building of the Belt and Road Initiative. China and Kazakhstan announced support for a greater role of China-Europe railway express, making it the"steel camel fleet"running on Eurasia. China and Kyrgyzstan announced reopening and the restoration of the freight functions of ports. So far, nearly 2,000 Chinese experts have returned to Central Asian countries upon invitation to join in the resumption of work and production there. China and Kazakhstan announced a plan for the first batch of 1000 Chinese experts to facilitate resumption of work and production. The Chinese side is also willing to, according to the development of the epidemic, resume flights to Central Asian countries, and increase more direct flights, so as to create conditions for bilateral exchanges. Even at the height of the epidemic, air flights between China and Russia were kept open, and flows of freight in cross-border areas were never impeded. As the situation turns good, about 90 percent of bilateral cooperation projects have been resumed. Both sides have agreed on an arrangement to facilitate cross-border flow of goods and personnel. China and Mongolia will, while ensuring the smooth operation of the "green channels" for the flow of goods, accelerate the establishment of "fast lanes" for the flow of personnel.
中方还向各方介绍了中国进入发展新阶段，将全面提高对外开放水平，推动形成以国内大循环为主体、国内国际双循环相互促进的新发展格局。各方认为，这将为世界各国提供更广阔市场空间和合作机遇。作为中国的友好邻邦和战略伙伴，各方将在中国构建新发展格局的过程中最先获益。愿进一步共同努力，为中国和各国关系发展按下“加速键”，让双方合作跑出“加速度”。
The Chinese side has also briefed all sides on China's new development stage. That is, China will elevate the level of opening-up to the world, and working toward the goal of fostering a new, dual-cycle development architecture with the domestic cycle as the mainstay and with domestic and international development reinforcing each other. All sides shared the view that this will provide more extensive market space and more cooperation opportunities for all countries in the world. As China's friendly neighbors and strategic partners, all sides will be the first to benefit from the building of the new development architecture. All sides expressed the willingness to work together to accelerate the development of China's relations with all countries, and quicken bilateral cooperation.
五、记者美国谋求打造“印太”版北约并推动“印太战略”向北“扩员”，您如何评价中国周边安全形势？是否与到访四国商谈维护周边稳定措施？
5. Xinhua The US seeks formal alliance similar to the North Atlantic Treaty Organisation (NATO) in the Indo-Pacific region and promote northward enlargement of its Indo-Pacific strategy. What is your comment on the situation in China's neighborhood? Did you discuss measures to maintain stability in the surrounding areas with the four countries you visited?
王毅俄罗斯、中亚、蒙古国是中国西北重要周边，中方高度关注本地区形势，真心希望各国长治久安和发展繁荣。近几年，中国同周边国家以及周边国家之间的关系总体势头良好。与此同时，世界动荡加剧，地区安全面临新威胁新挑战。国际恐怖组织和地区“三股势力”复趋活跃。某些域外势力以各种借口插手本地区国家内部事务，甚至策动新一轮“颜色革命”。同时出于维持单极霸权需要，编造各种谎言恶意抹黑中俄等新兴经济体国家，毫无道理地实施遏制打压，甚至胁迫其他国家选边站队，试图制造所谓“新冷战”。这种行径突破了国与国交往底线，不符合各国共同利益，国际社会不会接受，必将在历史上留下不光彩的记录。
Wang Yi Russia, Central Asia, and Mongolia are important neighbors in Northwest China. China pays close attention to the situation in the region and sincerely hopes that all countries will maintain long-term stability, development and prosperity. In recent years, China's relations with its neighboring countries and the relations among these countries have maintained a good momentum in general. Meanwhile, turbulences in the world have intensified, and regional security is facing new threats and challenges. International terrorist organizations and separatists, religious extremists and terrorists ("three forces") in the region are growing worrisome again. Some forces from outside the region have interfered in the internal affairs of countries in the region with various excuses, and even incited a new round of "color revolution." At the same time, to maintain unipolar hegemony, these forces are maliciously smearing China, Russia and other emerging economies, unreasonably containing and suppressing them, and even coercing other countries to take sides, in an attempt to create a so-called "new Cold War." Such acts have overstepped the bottom line of state-to-state relations, and are not in line with the interest of various countries. The international community will not accept such acts that will surely make a disgraceful record in history.
此访期间，各国一致认为，安全和战略协作是中国和各国高水平互信的体现和全方位合作的重要组成部分，各方均积极评价双方战略安全、防务交流、执法安全合作成果。面对新形势，中方将同各国加强三方面合作。
During the visit, all countries agreed that security and strategic coordination embody the high-level mutual trust and represent an important part of all-round cooperation between China and these countries. All parties spoke highly of the results of bilateral strategic security, exchanges in defense, and law enforcement and security cooperation. Facing the new situation, the Chinese side will enhance cooperation with various countries in three aspects.
一是积极践行共同、综合、合作、可持续的安全观。深化传统和非传统安全领域安全合作，共同应对风险挑战。中国和各国既是相互依赖的利益共同体，也是同舟共济的安全共同体，愿为维护世界和平稳定、构建人类命运共同体作出更大努力。
First, China will actively practice a vision of common, comprehensive, cooperative and sustainable security. China will deepen security cooperation in traditional and non-traditional security fields, and work together to cope with risks and challenges. China and various countries are an interdependent community with shared interests and a security community that share weal and woe, and stand ready to make greater efforts to maintain world peace and stability and build a community with a shared future for mankind.
二是在双多边层面不断提升安全合作水平，合力打击“三股势力”、毒品走私和跨国有组织犯罪。各方欢迎中方日前提出的“全球数据安全倡议”，认为该倡议对推动全球数据安全规则的制定，构建开放、合作、安全的全球数据空间具有积极意义。中方将同各国以及有意愿的其他国家共同推进这一进程。
Second, China will continuously elevate our security cooperation at bilateral and multilateral levels, and work together to combat the "three forces," drug-trafficking, and organized cross-border crimes. All parties welcome the Global Initiative on Data Security recently proposed by China, believing that the initiative carries positive significance for promoting the formulation of global data security rules and building a global data space featuring openness, cooperation and security. China will work with these countries and other like-minded countries to advance this process.
三是坚定支持彼此走符合本国国情、人民自主选择的发展道路，反对任何人、任何势力以任何借口干涉别国内政。中方愿同各国加强治国理政经验交流，维护彼此政治和政权安全。吉尔吉斯斯坦、塔吉克斯坦等友好邻邦即将迎来重要政治日程，中方祝其成功顺利。
Third, China will firmly support people of various countries in independently choosing their development path suited to their national realities, and oppose any individual or force to interfere in other countries' internal affairs under any pretext. The Chinese side is willing to enhance exchanges of experience on state governance and administration, and safeguard each other's political and regime security. Friendly neighbors such as Kyrgyzstan and Tajikistan will welcome important political agenda soon, and China wishes them every success.
