王毅本次上海合作组织外长会议是今年新冠肺炎疫情全球大流行以来，首次召开的实体多边会议，也是疫情防控常态化背景下，各方重启线下交往、面对面探讨合作的一次重要尝试。上海合作组织8个成员国外长和2个常设机构负责人齐聚一堂，共商组织发展与地区合作大计。会议通过新闻公报，批准20多项文件草案，展现了互信互利的“上海精神”、彰显了上合组织为促进地区和平稳定发挥的建设性作用。
Wang Yi The meeting is the first offline multilateral meeting held since the global outbreak of COVID-19 this year. It is also an important attempt by various parties to restart offline exchanges and face-to-face discussions on cooperation under the background of normalization of epidemic prevention and control. The foreign ministers of the eight member states of the SCO and the heads of two permanent bodies gathered together to discuss the SCO's development and regional cooperation. As the SCO is about to enter its third decade, the foreign ministers expected that it will become an example of multilateralism and new international relations. The foreign ministers reached a series of important consensus and results to this end.
一是确定请成员国元首发表世界反法西斯战争胜利75周年声明。上合组织成员国为二战胜利付出巨大民族牺牲，一致认为应坚决捍卫二战成果、反对篡改二战历史、坚决维护世界和平稳定。
The first is to confirm that the heads of member states are invited to issue a statement on the 75th anniversary of the victory of the World Anti-Fascist War. 二是凝聚了构建人类命运共同体共识。百年变局彰显构建人类命运共同体的必要性和迫切性。外长们重申这一倡议具有现实意义，符合人类文明发展方向，确认了其在上合组织合作理念中的重要地位。
The second is to build a consensus on building a community with a shared future for mankind. The third is to promote international anti-epidemic cooperation. The foreign ministers believed that it is necessary to carry forward the "Shanghai Spirit", take solidarity and cooperation as the most powerful weapons to defeat the epidemic, and work together to coordinate epidemic prevention and control and recovery of work and production, so as to create favorable conditions for economic and social development in the post-epidemic era.
四是拓展全方位合作。外长们强调，要继续加强安全合作，合力打击“三股势力”，共同营造良好安全环境。各方普遍认为，应深化经贸投资、互联互通、数字经济、人文等领域合作，重视高质量共建“一带一路”。
Fourth is to expand all-round cooperation. The foreign ministers emphasized that we must continue to strengthen security cooperation, work together to combat the "three evil forces" (terrorism, extremism and separatism), and jointly create a sound security environment. All parties believed that we should deepen cooperation in economic and trade investment, interconnection, digital economy, people-to-people and cultural exchanges, and attach importance to high-quality joint construction of the "Belt and Road".
五是倡导支持多边主义。外长们主张，要以联合国成立75周年为契机，巩固联合国及其安理会在维护国际和平与安全方面的中心协调作用，反对单边主义和保护主义，进一步完善全球治理体系。中方提出的“全球数据安全倡议”与各方理念相合，受到积极呼应。外长们决定提请峰会发表保障国际信息安全声明，表明成员国共同维护国际信息和数据安全的明确立场。
The fifth is to advocate and support multilateralism. The foreign ministers advocated that we should take the 75th anniversary of the founding of the United Nations (UN) as an opportunity to consolidate the central coordinating role of the UN and the UN Security Council in maintaining international peace and security, oppose unilateralism and protectionism, and further improve the global governance system. The Global Initiative on Data Security proposed by the Chinese side is consistent with the ideas of various parties and has been actively echoed. The foreign ministers decided to ask the SCO Summit to issue a statement on safeguarding international information security, expressing member states' clear positions on jointly safeguarding international information and data security.
