The Central Committee has required leading officials to improve their capacity for political judgment, thinking, and implementation; to remain mindful of the country’s most fundamental interests; and to be loyal to the Party, obey its command, and fulfill their duties to it.

各级政府及其工作人员要深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，自觉在思想上政治上行动上同以习近平同志为核心的党中央保持高度一致，不断提高政治判断力、政治领悟力、政治执行力，把党的领导贯穿政府工作各方面全过程。

All of us in governments at every level must acquire a deep understanding of the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; be more conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee’s authority and its centralized, unified leadership. We must keep enhancing our capacity for political judgment, thinking, and implementation and uphold Party leadership in every aspect and throughout the entire process of government work.

提高政治站位。坚定不移用习近平外交思想武装头脑、指导实践、推动工作。深刻领悟“两个确立”的决定性意义，切实做到“两个维护”，自觉同以习近平同志为核心的党中央保持高度一致，不断增强政治判断力、政治领悟力、政治执行力。深刻领悟习近平外交思想的精神实质、核心要义和最新发展，着力在融会贯通、运用转化上下功夫，以更加主动的历史自觉、更富活力的创造精神，开创中国特色大国外交新局面。

We should enhance our political stance. Our work must always be guided by Xi Jinping Thought on Diplomacy. We should appreciate the decisive significance of the “Two Establishings”, namely, establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era. We should deliver on the “Two Upholds”, namely, to uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Central Committee’s authority and its centralized, unified leadership. We must maintain a high degree of unity with the Party Central Committee with Comrade Xi Jinping at its core, and improve the capacity for political judgement, thinking and implementation. We must have a deep understanding of the spiritual essence, core tenets and latest enrichment of Xi Jinping Thought on Diplomacy, and make efforts to translate them into concrete actions. With a more proactive sense of historical responsibility and a more vibrant spirit of innovation, we will usher in new prospects of major-country diplomacy with Chinese characteristics.

第一，坚持党的基本路线。全党要用邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想和党的基本路线统一思想，统一行动，并且毫不动摇地长期坚持下去。必须把改革开放同四项基本原则统一起来，全面落实党的基本路线，反对一切“左”的和右的错误倾向，要警惕右，但主要是防止“左”。必须提高政治判断力、政治领悟力、政治执行力，增强贯彻落实党的理论和路线方针政策的自觉性和坚定性。

1. Adherence to the Party’s basic line. The whole Party must use Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the Party’s basic line to achieve unity in thought and action, and must resolutely continue to do so in the long term. The Party must ensure that reform and opening up are carried out in unity with the Four Cardinal Principles, put its basic line into effect in all fields of endeavor, and combat all mistaken tendencies of the “Left” and Right, maintaining vigilance against Rightist tendencies, but primarily defending against “Leftist” tendencies. The entire Party must improve the capacity for political judgment, thinking, and implementation and become more self-motivated and resolute in implementing the Party’s theories, lines, principles, and policies.
