中国走和平发展道路的决心不会改变。我们绝不走殖民掠夺的老路，也绝不走国强必霸的歪路，而是走和平发展的人间正道。在和平和安全问题上，中国是世界上纪录最好的大国。我们努力探索中国特色的热点问题解决之道，在乌克兰危机、巴以冲突以及涉及朝鲜半岛、伊朗、缅甸、阿富汗等问题上发挥建设性作用。中国力量每增长一分，世界和平希望就增多一分。

China’s resolve to stay on the path of peaceful development will not change. We will never take the trodden path of colonial plundering, or the wrong path of seeking hegemony when one becomes strong. We will stay on the right path of peaceful development. Among the world’s major countries, China has the best track record with respect to peace and security. It has been exploring for a distinctly Chinese approach to resolving hotspot issues. It has been playing a constructive role in the Ukraine crisis, the Palestinian-Israeli conflict, and issues relating to the Korean Peninsula, Iran, Myanmar, and Afghanistan. Every increase of China’s strength is an increase of the prospects of world peace. 

中国始终是现行国际秩序的维护者、真正多边主义的践行者。中方倡导和平发展，反对国强必霸；倡导合作共赢，反对赢者通吃；倡导文明互鉴，反对文明冲突；倡导公道公正，反对强权政治。中国相继提出共建“一带一路”倡议和全球发展倡议、全球安全倡议、全球文明倡议、全球治理倡议，为解决当今世界突出问题贡献了中国智慧和中国方案。中方期待同各方一道，共促繁荣、共赢未来，携手构建人类命运共同体。

China always upholds the current international order and practices true multilateralism. We embrace peaceful development, and reject the assertion that a strong country will inevitably seek hegemony. We champion win-win cooperation, and denounce winner-takes-all practices. We advocate mutual learning among civilizations, and do not believe in clash of civilizations. We promote fairness and justice, and oppose power politics. China has successively put forward the Belt and Road Initiative as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. They are China’s solutions to the salient issues across the world, based on Chinese wisdom. We look forward to working with all parties to promote common prosperity and a win-win future for all, and building a community with a shared future for humanity.

我们所处的是一个风云变幻的时代，面对的是一个日新月异的世界。传统国际关系理论越来越难以解释今天的世界、无法破解人类面临的困局，国强必霸、崇尚实力、零和博弈等思维越来越不符合时代前进的方向。人类社会亟需符合时代特征、顺应历史潮流的新理念。

This is an era when the world is undergoing rapid changes almost every day. We can no longer interpret the reality we are living in or find satisfactory solutions to the conundrums we are facing by means of traditional approaches to international relations. It is increasingly obvious that the idea that “all strong countries will seek hegemony”, the obsession with superior strength, and the zero-sum mentality are in conflict with the needs of our times. Humanity is in great need of new ideas that generate positive developments and conform to positive historical trends.

“国强必霸”并非绕不开的历史定律。“国强必霸”本质是典型的霸权主义思维，反映的是历史上大国霸权战争的灾难性实践。中国从不认同“国强必霸”，我们的历史智慧是“国霸必衰”。中国发展振兴靠的是自身努力，而非侵略扩张。中国所做的一切都是为了本国人民过上更加幸福的生活，为世界人民提供发展机会，而不是要取代谁、打败谁。

There is no iron law that dictates that a rising power will inevitably seek hegemony. This assumption represents typical hegemonic thinking and is grounded in memories of catastrophic wars between hegemonic powers in the past. China has never accepted that once a country becomes strong enough, it will invariably seek hegemony. China understands the lesson of history – that hegemony preludes decline. We pursue development and revitalization through our own efforts, rather than invasion or expansion. And everything we do is for the purpose of providing a better life for our people, all the while creating more development opportunities for the entire world, not in order to supersede or subjugate others.
