China’s resolve to stay on the path of peaceful development will not change. We will never take the trodden path of colonial plundering, or the wrong path of seeking hegemony when one becomes strong. We will stay on the right path of peaceful development. Among the world’s major countries, China has the best track record with respect to peace and security. It has been exploring for a distinctly Chinese approach to resolving hotspot issues. It has been playing a constructive role in the Ukraine crisis, the Palestinian-Israeli conflict, and issues relating to the Korean Peninsula, Iran, Myanmar, and Afghanistan. Every increase of China’s strength is an increase of the prospects of world peace.

Lin Jian: I have noted reports on this. China is committed to a path of peaceful development. Its efforts to strengthen defense capabilities are aimed at safeguarding national sovereignty, security and development interests, and are not targeted at any country. China’s growth in military strength reinforces the force for peace in the world. The report you cited tries to interpret China through the trite pattern that a great power is bound to seek hegemony. This is a grave strategic miscalculation. We hope the institute will stop hyping up “China threat” narratives and view China’s development in an objective, fair and rational light.

We champion win-win cooperation, and denounce winner-takes-all practices. We advocate mutual learning among civilizations, and do not believe in clash of civilizations. We promote fairness and justice, and oppose power politics. China has successively put forward the Belt and Road Initiative as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. They are China’s solutions to the salient issues across the world, based on Chinese wisdom. We look forward to working with all parties to promote common prosperity and a win-win future for all, and building a community with a shared future for humanity.

我们所处的是一个风云变幻的时代，面对的是一个日新月异的世界。传统国际关系理论越来越难以解释今天的世界、无法破解人类面临的困局，国强必霸、崇尚实力、零和博弈等思维越来越不符合时代前进的方向。人类社会亟需符合时代特征、顺应历史潮流的新理念。

This is an era when the world is undergoing rapid changes almost every day. We can no longer interpret the reality we are living in or find satisfactory solutions to the conundrums we are facing by means of traditional approaches to international relations. It is increasingly obvious that the idea that “all strong countries will seek hegemony”, the obsession with superior strength, and the zero-sum mentality are in conflict with the needs of our times. Humanity is in great need of new ideas that generate positive developments and conform to positive historical trends.
