第一，中国始终支持和参与全球新冠病毒科学溯源。病毒溯源是复杂的科学问题，应该也只能由全球科学家合作开展研究。“实验室泄漏极不可能”是中国—世卫组织联合专家组实地走访武汉相关实验室并同科研人员深入交流后得出的权威科学结论，准确反映在有关联合研究报告中，得到了国际社会和科学界的广泛认可。当前，国际科学界有越来越多线索将病毒源头指向全球范围，包括对美国在德特里克堡和世界各地的军事生物基地提出疑问和关切。美方应尽快同世界卫生组织合作，邀请国际专家到本国进行溯源研究，及时、公开、透明同国际社会分享研究成果。
First, China always supports and participates in science-based global origins-tracing of SARS-CoV-2. The origins-tracing is a complex matter of science. This study should be and can only be conducted jointly by scientists around the world. “A laboratory origin of the pandemic was considered to be extremely unlikely” is a science-based, authoritative conclusion reached by the experts of the WHO-China joint mission after field trips to the lab in Wuhan and in-depth communication with researchers. It was accurately recorded in the mission’s report and has received extensive recognition from the international community and the science community. At present, more and more clues from the international science community are pointing the origins of virus to sources around the world. Many have raised questions and concerns about US bio-military bases at Fort Detrick and around the world. The US should work with the WHO to invite experts from the world to the US for origins-tracing study as soon as possible, and share the research result with the international community in a timely, open and transparent manner.
第二，中方坚决反对借溯源问题搞任何形式的政治操弄。情报部门搞科学问题，本身就是将溯源问题政治化。基于美国情报部门造假、欺骗的斑斑劣迹，他们得出的结论没有任何可信度可言。美方再次翻炒“实验室泄漏论”抹黑不了中国，只会进一步拉低自身信誉。
Second, China strongly opposes political manipulation of the origins-tracing issue in any form. Putting the intelligence community in charge for a matter of science is a clear sign that the issue has been politicized. Given the US intelligence community’s track record of making up stories, there is little, if any, credibility in their conclusions. The US will not succeed in discrediting China by rehashing the “lab leak” theory, but will only hurt the US’s own reputation.
我们敦促美方尊重科学和事实，停止将新冠病毒溯源问题政治化，停止搞政治溯源、情报溯源，停止干扰破坏国际社会团结抗疫和全球溯源科学合作。
We urge the US to respect science and facts, stop politicizing this issue, stop its intelligence-led, politics-driven origins-tracing, and stop undermining international solidarity against the pandemic and global cooperation on science-based origins-tracing.

Do you have any comment on the prospects for foreign investors in China?

Mao Ning These facts show that China remains a popular destination for foreign investment. This is because China has a huge market and full-fledged industrial and supply chain networks. It is also a result of our relentless effort to advance high-level opening up, our support for the multilateral trading system and a market-oriented, world-class business environment governed by a sound legal framework.
今年1月，中国吸收外资迎来“开门红”，实际使用外资金额达到1276.9亿元，同比增长14.5%。包括美国企业在内的外资企业持续看好中国市场，计划扩大在华业务。美国商务部数据显示，2022年美中货物贸易总额达到6906亿美元，创历史新高。这些都说明中美贸易投资合作是互利共赢的，脱钩断链损人害己，不得人心，也不可行。
Last month saw an influx of foreign investment into China. The paid-in foreign investment reached 127.69 billion yuan, up 14.5% year on year. Foreign companies including US investors have been upbeat about the China market and plan to expand in China. According to statistics from the US Department of Commerce, total trade in goods between the US and China hit a record $690.6 billion in 2022. All this speaks to the fact that trade and investment cooperation between China and the US are mutually beneficial and win-win. Decoupling and cutting off industrial and supply chains benefits no one. It has no support and will not lead anywhere.
无论国际风云如何变幻，中国坚持扩大高水平开放的决心不会变，同世界分享发展机遇的决心不会变。我们欢迎包括美国企业在内的各国企业进入中国市场，共享发展红利，共同推动世界经济增长。
