Forming exclusive blocs and inciting confrontation is not what the world needs and is against the trend of the times. Acts like this failed in the past and will fail again today. We advise certain British politicians to stop their laughable acts of making irresponsible remarks about China and projecting China as an imaginary enemy and stop misleading the public.

赵立坚中方注意到人权事务委员会发布的结论性意见。我想强调的是，中国尚不是《公民权利和政治权利国际公约》缔约国。香港和澳门回归后，根据两特区基本法，该公约适用于港澳特区的有关规定继续有效，通过特区的法律予以实施。中国政府根据“一国两制”原则，参照该公约规定，向人权事务委员会转交港澳特区自行撰写的报告，并协助港澳特区与人权事务委员会开展审议对话。
Zhao Lijian We noticed the concluding observations published by the UN Human Rights Committee. I’d like to stress that China is not a state party to the International Covenant on Civil and Political Rights yet. After the return of Hong Kong and Macau to China, according to the basic laws of the two Special Administrative Regions, the provisions of the Covenant as applied to Hong Kong shall remain in force and be implemented through the laws of the SARs. In accordance with the principle of One Country, Two Systems and in the light of the Covenant, the Chinese government has transferred the reports drafted by the Hong Kong SAR and the Macau SAR by themselves to the UN Human Rights Committee and facilitated its dialogue with the two SARs.
香港回归25年来，以宪法和基本法为基础的特区宪制秩序稳健运行，特区居民依法享有的广泛权利和自由得到充分保障，“一国两制”的成功实践有目共睹。有关报告审议过程本应成为国际社会更好了解“一国两制”重大成就、香港特区人权保护重要进展的“窗口”。令人遗憾的是，个别委员出于意识形态偏见，罔顾事实，听信部分不实信息和歪曲报道，在结论性意见中对“一国两制”和香港特区人权状况妄作评论，这有失公正、客观。中方表示强烈反对。
Over the past 25 years since Hong Kong’s return, the constitutional order of the SAR, which is based on China’s Constitution and the Basic Law of the SAR, has functioned smoothly, and the extensive rights and freedoms enjoyed by Hong Kong residents in accordance with law have been fully protected. The continued success of One Country, Two Systems in Hong Kong is there for all to see. The review process of the reports should have opened a window for the international community into the major achievements of One Country, Two Systems and the important progress in the Hong Kong SAR’s human rights protection. But regrettably, certain members of the UN Human Rights Committee, being ideologically biased and oblivious to facts, chose to trust false information and narratives instead and commented irresponsibly on One Country, Two Systems and human rights in Hong Kong in the concluding observations. This is rather partial and unfair. China strongly rejects this.
维护国家安全是各国政府的职责。国家安全立法是各国普遍实践。世界上没有一个国家、一个地区会允许危害国家主权和安全的行为及活动。国安法实施以来，香港经济社会发展重回正轨，法律制度更加健全，民众各项权利和自由在更安全的环境中得到更充分保障。制定实施香港国安法是保障香港长治久安和繁荣稳定，保障“一国两制”行稳致远的重要基石。
To safeguard national security is the duty and responsibility of the government of a country. National security legislation is a widespread practice among countries. No country or region in the world will allow behaviors or activities that jeopardize its sovereignty and security. Since the implementation of the National Security Law, Hong Kong’s economic and social development has returned to the right track, its legal system has been improved, and its people’s rights and freedoms have been better protected in a safer environment. The enactment and implementation of the National Security Law is an important cornerstone for ensuring long-term peace, stability and prosperity in Hong Kong and ensuring that the cause of One Country, Two Systems keeps advancing steadily.
