综合国际原子能机构目前已发布的两份报告看,国际社会关于核污染水数据的可靠性、净化装置的有效性、环境影响的不确定性等方面的关切是完全合理的。但遗憾的是,日方迄今为止非但没有就上述问题给出充分、可信的说明,反而在机构技术工作组仍在开展工作、尚未得出任何结论的情况下,强行推进核污染水排海方案审批并启动排海工程建设,这种置各方关切于不顾、企图造成既定事实的做法十分不负责任。
Judging from the two reports the IAEA has released so far, we can see that the international community’s concerns over the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system and the uncertainty of environmental impact are indeed well-founded. Regrettably, however, the Japanese side has yet to offer any thorough and convincing explanation on these accounts. When the IAEA Task Force was still working on its mission and no conclusion has been reached, the Japanese side forcibly pushed forward the review process for its ocean discharge plan and even started building facilities for that purpose. Such acts that disregard other parties’ concerns and attempt to create a fait accompli are extremely irresponsible.
中方再次敦促日方重视国际社会和日本国内民众的正当合理关切,同包括周边邻国在内的利益攸关方和有关国际机构充分协商,寻找核污染水的妥善处置办法,停止强推排海方案。需要指出的是,日方单方面向各国通报排海准备进程,根本算不上是充分协商,而是将错误决定强加于人。不久前,中俄两国向日方提供了联合技术问题单并且在国际原子能机构散发,从科学、技术角度对福岛核污染水排海方案提出诸多疑问,我们敦促日方以负责任态度认真研究并尽快作出答复,解决我们的关切。
China once again urges the Japanese side to take seriously the legitimate and justifiable concerns of the international community and the Japanese people and have full consultation with relevant international institutions and stakeholders including its neighboring countries to seek a proper way of handling the nuclear-contaminated water and stop pushing forward the ocean discharge plan. It needs to be pointed out that updating countries unilaterally on its preparation for the discharge does not count as full consultation, but an attempt to impose its wrong decision on others. Not long ago, China and Russia provided to Japan a joint list of technical questions which was also disseminated at the IAEA. The sheet includes many questions over Japan’s ocean discharge plan from scientific and technical perspective. Japan needs to look into that in a responsible manner and give an answer as soon as possible to address our concerns.

Bloomberg Ambassador Nicholas Burns made some comments yesterday at a panel discussion he was on. He said that China’s COVID-zero policies are chilling foreign investment in China. Do you have any comment on that?
汪文斌首先我想说的是,中国政府制定并实施“动态清零”总方针的出发点,是将14亿多人民的生命安全和身体健康放在第一位。这也是中国共产党和中国政府人民至上、生命至上执政理念的充分体现。新冠肺炎疫情暴发两年多来,中国疫情感染率、死亡率保持全球最低水平。在疫情期间美国等一些发达国家人均预期寿命有所降低的情况下,中国近两年来人均预期寿命稳步上升。根据《自然医学》杂志研究文章预测,如果中国效仿某些国家“躺平”的话,可能会造成1.12亿人感染,近160万人死亡。这些都充分说明中国的防控政策是科学、正确、有效的,也是对人民负责的。
Wang Wenbin First, I would like to say that the reason why China adopted the dynamic zero-COVID approach is that we put the 1.4 billion people’s lives and health before anything else. It’s a testament to the governance philosophy of the CPC and the Chinese government, which is to give top priority to protecting our people and their lives. For over two years since the start of the pandemic, the infection rate and mortality rate of China remain the lowest in the world. Whereas the average life expectancy in some developed countries, such as the US, declined during the pandemic, China’s average life expectancy has steadily gone up in the past two years. A research paper of Nature Medicine estimated that if China stops putting up a tough fight over COVID as some other countries did, it may lead to more than 112 million infections and nearly 1.6 million deaths. That’s why we say China’s epidemic prevention and control policy is science-based, correct and effective, a responsible thing it has done for its people.
第二点我想说的是,中国始终根据疫情形势发展变化,不断优化防控措施,取得显著成效。我们先后经历了突发疫情应急围堵、常态化防控探索、全链条精准防控、全方位综合防控四个阶段,打一仗、进一步,当前更加突出“科学精准、动态清零”。大家也都看到了,目前中国全国的疫情形势整体保持平稳,上海等多地疫情得到有效控制,正在有序恢复正常生产生活秩序。实践证明,现有的防控措施能够实现“动态清零”的目标。中国的防控政策适合中国国情,经得起历史的检验。
Second, China’s COVID containment measures are constantly adjusted to better respond to the latest developments in the COVID situation, which have proven to be effective. We have gone through four stages: emergency response to sudden outbreaks, exploratory practices of normalized prevention and control, whole-chain precision prevention and control, and integrated prevention and control. Each outbreak handled provided experience for further improvement. At the current stage, we focus more on science-based and precise measures for dynamic zero-COVID scenario. As you may see, the overall epidemic metrics in China have been stable. We have effectively brought virus transmission under control in Shanghai and other places, where life and work are going back to normal. Facts have proven that the existing anti-epidemic protocols can help to achieve the dynamic zero-COVID goal. China’s COVID policy suits its national reality and can stand the test of history.
我还要说一点,正是得益于科学精准有效的疫情防控政策,中国最大限度减少了疫情对经济社会发展的影响。国家统计局近日公布的数据显示,5月份,中国经济逐步克服疫情不利影响,主要指标边际改善,国民经济呈现恢复向好势头。1到5月中国外贸进出口同比增长8.3%,吸收外资同比增长17.3%,韩国、美国、德国对华投资分别增长52.8%、27.1%、21.4%,这些实实在在的数字反映了外商对华投资的真实意愿,也体现了他们对中国经济社会发展的充分信心。这些都说明,良好的疫情防控是经济社会发展的基础,也是最有利的营商环境。我们完全有信心实现“疫情要防住、经济要稳住、发展要安全”的既定目标。
Third, thanks to China’s science-based, precise and effective epidemic prevention and control measures, China has not only mitigated the impact of the coronavirus on economic and social development to the greatest extent, but achieved steady economic growth. According to data released by the National Bureau of Statistics, China’s economy has gradually emerged from the shadow of COVID-19, with major indexes showing better performance in May. China’s economy has shown momentum of recovery. China’s foreign trade went up 8.3% and FDI expanded 17.3% year-on-year in the period from January to May. During the same period, investment from the Republic of Korea, the US, and Germany climbed by 52.8%, 27.1% and 21.4% respectively. These specific figures reflect foreign investors’ genuine interest in investing in China and confidence in China’s socioeconomic development. It’s clear evidence that effective COVID response provides a good foundation for socioeconomic development and an important condition for fostering a favorable business environment. We are fully confident in ensuring effective COVID control, stable economic performance and safe and secure development.

Bloomberg The US is looking to announce a new infrastructure plan at the upcoming G7 meeting which appears intended to counter China’s Belt and Road Initiative. Do you have any comment on this?
汪文斌全球基础设施建设需要各国通力合作,相互支持、相互补充而不是相互对抗、相互替代。美方有关倡议无视各国希望共同发展、合作共赢的普遍愿望,大搞零和博弈,挑动分裂对抗,这不得人心。
Wang Wenbin Global infrastructure development requires cooperation, mutual support and complementarity between all countries, instead of confrontation against or replacement of each other. The US initiative misuses countries’ shared aspiration for common development and win-win cooperation. It is driven by zero-sum mentality and a desire to stoke confrontation. That would hardly get any support.
中方认为,全球基础设施领域的合作空间广阔,各类相关倡议不存在相互抗衡或者是彼此取代的问题。世界需要的是搭桥而不是拆桥,是互联互通而不是脱钩筑墙,是互利共赢而不是封闭排他。中方欢迎一切有助于汇聚合力、促进全球基础设施建设的倡议。任何打着基础设施建设旗号、推进地缘政治的算计都不受欢迎,也不会得逞。
China believes that the room for cooperation is broad enough for global infrastructure cooperation. There is no such thing as different initiatives countering or replacing each other. The world needs more bridges to be built rather than torn down, more connectivity rather than decoupling or building fences, and mutual benefits rather than isolation and exclusion. China welcomes all initiatives that can help pool synergy and promote global infrastructure development. Any calculation to advance geopolitics in the name of infrastructure development will win no support and will never succeed.
