汪文斌今年是中国和加勒比国家开启外交关系50周年。为回顾历史，总结经验，凝聚共识，推动中加关系发展不断迈上新台阶，中加决定举行此次外长会。王毅国务委员兼外长和加方轮值协调国多米尼克总理斯凯里特将共同主持此次会议并发表讲话，同中国建交的9个加勒比国家将全部出席。各方将就中加关系和共同关心的问题深入交换意见，共商中加关系发展前景。
Wang Wenbin This year marks the 50th anniversary of the beginning of diplomatic relations between China and Caribbean countries. China and Caribbean countries have decided to hold this meeting where we can review history, take stock of past experience and build consensus so as to jointly bring China-Caribbean countries relations to new levels. State Councilor and Foreign Minister Wang Yi and Prime Minister Roosevelt Skerrit of Dominica, the rotating coordinator on the Caribbean side, will co-chair this meeting and deliver remarks. The nine Caribbean countries having diplomatic relations with China will all attend the meeting. All sides will have in-depth exchange of views on China-Caribbean countries relations and issues of mutual interest, and discuss the prospect of bilateral relations.

China and Caribbean countries enjoy long-standing friendship. The two sides are good friends, good partners and good brothers sharing the same ideal. Since the beginning of diplomatic relations between the two sides 50 years ago, especially since President Xi Jinping’s meeting with leaders of Caribbean countries having diplomatic ties with China in 2013, our comprehensive cooperative partnership has kept deepening and cooperation in various sectors has yielded fruitful outcomes, setting an exemplary model of countries pursuing common development on the basis of mutual respect, equality and mutual benefit. In the wake of the COVID-19 pandemic, China and Caribbean countries rendered each other support and assistance in solidarity, adding a new chapter to our friendship. China is ready to work with Caribbean countries to take the 50th anniversary as a new starting point to further enhance mutual political trust, deepen practical cooperation across the board and build a closer China-Caribbean countries community with a shared future.

汪文斌中国政府高度重视保护知识产权。习近平主席指出“创新是引领发展的第一动力，保护知识产权就是保护创新”。中国在知识产权保护方面采取了一系列切实有效举措，取得了巨大成就。2021年，中国共授权发明专利69.6万件，每万人口高价值发明专利拥有量达到7.5件。2012年至2021年，中国国内知识产权保护社会满意度由63.69分提升到80.61分。中国进入全球百强的科技集群数量已跃居全球第二，世界知识产权组织发布的《2021年全球创新指数报告》中，中国排名第12位，位居中等收入经济体之首。
Wang Wenbin The Chinese government attaches high importance to intellectual property rights (IPR) protection. As President Xi Jinping pointed out, innovation is the primary driving force for development and protecting IPR is protecting innovation. China has taken a series of concrete and effective measures and achieved significant outcomes in IPR protection. In 2021, China authorized 696,000 invention patents, with the average ownership of high-value invention patents reaching 7.5 per 10,000 people. Public satisfaction with IPR protection in China increased from 63.69 in 2012 to 80.61 out of 100 in 2021. China has the second largest number of science and technology clusters among the global top 100 S&T clusters. China ranks 12th in WIPO’s Global Innovation Index 2021, leading middle-income economies.
我还想强调的是，保护知识产权、推动自主创新是推动经济高质量发展的“刚需”，也是深化对外开放、走向国际市场的“标配”。中方对内外资企业知识产权一视同仁，在知识产权保护方面获得国际社会普遍认可。国外来华知识产权申请量、授权量、保有量逐年快速提升，越来越多的企业将中国作为发起知识产权诉讼的优选地。去年中国欧盟商会发布的《商业信心调查2021》显示半数以上受访企业认为中国知识产权执法力度“足够好”或“非常好”。
I want to stress that protecting intellectual property and promoting independent innovation is indispensable to the pursuit of high-quality economic development and a must for deepening opening-up and integrating with the global market. China’s equal treatment of Chinese and foreign companies in terms of IPR has won widespread recognition from the international community. The number of foreign companies’ IP application, authorization and ownership in China has increased year by year, and China has become a preferred venue for settling international IP disputes for more and more enterprises. The Business Confidence Survey 2021 released by the European Union Chamber of Commerce in China said that in 2021, more than half of respondents found IPR enforcement in China to be adequate or excellent.
在全面加强知识产权保护、优化营商环境的同时，中国政府也在不断深化和拓展与国际组织和世界各国在知识产权领域的合作，深度参与全球知识产权治理。北京冬奥会期间，中方向来华出席开幕式的世界知识产权组织总干事交存了马拉喀什条约批准书，并正式完成海牙协定加入程序。中方还认真落实《区域全面经济伙伴关系协定》知识产权相关内容履约工作，深入推进相关自贸区谈判中的知识产权磋商，成为知识产权保护国际规则的坚定维护者、重要参与者和积极建设者。
Apart from strengthening IPR protection in various areas and improving the business environment, the Chinese government has also been deepening and expanding cooperation in IPR protection with international organizations and other countries, and participating in the global IPR governance. During the Beijing Winter Olympic Games, China deposited the ratification paper of the Marrakesh Treaty to the Director-General of WIPO who came to China for the opening ceremony of the Games and completed the accession of the Hague Agreement. China has also earnestly complied with IPR-related provisions of RCEP, advanced consultations on IPR in relevant FTA negotiations, and become a staunch supporter, important participant and active contributor to international rules on IPR.
知识产权保护没有最好，只有更好。在世界经济复苏不确定性增多的大背景下，通过知识产权保护激励创新发展已成为各国普遍共识。中方将同世界各国携手努力，加强交流，共同打造更富活力的全球知识产权生态系统，更好助力全球经济复苏，让创新成果造福各国人民，推动世界经济复苏和发展。
There is no end to IPR protection. When uncertainties about the world economic recovery are mounting, encouraging innovation-driven development through IPR protection has become a global consensus. China will join hands with all countries to strengthen communication and add more vitality to the global IPR ecosystem. By so doing, we can contribute to global economic recovery, bring benefit to the people of all countries with innovation outcomes and promote world economic recovery and development.
