Wang Wenbin On December 6, the plenary meeting of the 76th session of the UNGA adopted with a vast majority of votes the Resolution of “No first placement of weapons in outer space”. A preambular paragraph in it reaffirmed that practical measures should be taken in the search for agreement on preventing an arms race in outer space in a common effort towards a common shared future for humankind. This is the fifth consecutive year that the idea of a community with a shared future for humankind has been included in UNGA resolutions. This fully shows that the idea has won public support and dovetails with the international community’s hope for defending common security in outer space.
令人遗憾的是，美国等个别国家出于意识形态考虑，一方面口口声声称各国命运与共（toward a shared future），无意挑动新冷战，另一方面罔顾国际社会共同呼声，刻意破坏团结、挑动对抗，竭力抹黑和歪曲人类命运共同体理念。事实充分证明，美方的这种不负责任、双重标准的霸凌行径，必然会受到联合国广大会员国的坚决反对。
Regrettably, the US and certain other countries, out of ideological considerations, have turned a blind eye to the shared appeal of the international community while claiming that they would work“toward a shared future” and had no intention to start a new Cold War. They deliberately undermine solidarity, stoke confrontation, and try hard to smear and distort the idea of a community with a shared future for mankind. Facts have fully proven that such irresponsible and double-standard moves of the US will be firmly opposed by a vast number of UN member states.
大道之行，天下为公。我们希望个别国家能够明白这个道理，不要再制造对立、自讨没趣，早日摒弃冷战思维和意识形态偏见，积极参与外空军控进程，致力于真正的多边主义。中方愿继续同各方携手努力，在外空领域践行构建人类命运共同体理念，为维护外空持久和平和共同安全作出积极贡献。
A just cause should be pursued for common good. We hope certain countries can understand this vision instead of embarrassing themselves by inciting confrontation. They should abandon the Cold War mentality and ideological bias at an early date, actively participate in the arms control process in outer space, and stay committed to true multilateralism. China will continue to work with all parties, practice the idea of building a community with a shared future for mankind in outer space, and make positive contribution to defending lasting peace and common security in outer space.

近日，俄罗斯总统新闻秘书佩斯科夫表示，美执意将“民主”概念私有化，通过召开“领导人民主峰会”制造某种新的分界线，有悖于世界潮流。古巴外长罗德里格斯表示，美国有选择性举办“领导人民主峰会”，凸显了美国已无力面对其外交政策在国际社会不得人心的事实。肯尼亚和卢旺达等非洲国家学者和媒体表示，美方邀请的非洲国家不到非洲国家总数的三分之一，其真实用心令人怀疑。美国自称是民主和人权的拥护者，掩盖了黑暗的过去和当下的虚伪，美国没有道德权威来判断世界上其他国家是否民主。《今日埃及人报》《中东时报》等中东媒体认为，美国所谓的“民主峰会”是有选择性的，是按照美式价值观进行的一次政治审查，只会挑起分裂对立，美式民主贻害无穷。

Cuban Foreign Minister Bruno Rodriguez said the selective convocation of a summit that claims to be about democracy is a sign of the US incapable of facing the discredit and isolation of its foreign policy in the international community. Scholars and media in Kenya and Rwanda and other African countries noted that only less than one third of countries in Africa are invited to the “Summit for Democracy”, which casts doubt on the true intention of the US. The US claims to be a champion of democracy and human rights, but has hidden its dark past and hypocrisy today. The US has no moral authority to judge whether the rest of the world is democratic or not. Media in the Middle East including Al-Masry Al-Youm and Asharq Al-Awsat noted that the so-called “Summit for Democracy” is selective and considered a political review based on American values. It will only instigate division and confrontation, and the US democracy will do endless harm.
面对国际社会的普遍反对之声，美国却依然故我，继续打着民主旗号大搞政治操弄，还声称“愿意以谦卑姿态主办‘峰会’”。请问，美方丝毫不征求国际社会意见，也不同联合国等国际机构协调，就擅自以“民主”的名义召集峰会，这叫什么“谦卑”？美方以美国一家的标准划线，将世界上一半的国家划入所谓“非民主国家”另册，这又算什么“谦卑”？美国打着民主旗号对阿富汗、伊拉克、利比亚、叙利亚等国发动军事干涉，导致数十万平民丧生，数千万人流离失所。美国非但不吸取教训、纠正错误，反而进一步将民主工具化、武器化，公然召集所谓“领导人民主峰会”来煽动分裂和对抗，推进地缘战略，谋取政治私利，这又哪里算得上是“谦卑”呢？
Despite widespread opposition from the international community, the US obstinately continues to engage in political manipulation under the banner of democracy and claims it “intends to host the summit with humility”. Here are questions for the US to answer: The US puts together a summit in the name of democracy without consulting the international community or coordinating with the UN or other international bodies. Is this called “humility”? The US puts half of the world’s countries into a category of so-called “non-democracies” with its own yardstick. Is this called “humility”? In the name of democracy, the US has launched military interventions in Afghanistan, Iraq, Libya, Syria and other countries, leading to hundreds of thousands of civilian deaths and displacing tens of millions. Instead of learning lessons and correcting its mistakes, the US has gone even further to instrumentalize and weaponize democracy, by openly convening this so-called “Summit for Democracy” to incite division and confrontation for its geopolitical strategy and gains. Is this called humility?

No matter how the US glosses over itself, its true face of seeking hegemony under the guise of democracy has long been exposed to the world. The so-called “Summit for Democracy” will only go down in history as a manipulator and saboteur of democracy.
