我再次强调，香港是中国的特别行政区，英国对香港事务没有任何监督权和所谓道义责任，无权借《中英联合声明》干预香港事务。过去英国在殖民统治时期，没有给过香港民主。今天，英国也没有资格当判官！我们敦促英方摒弃殖民主义思想，收起虚伪和双重标准，停止干涉别国内政，早日回归国际法和国际关系基本准则的正道。

I stress once again that Hong Kong is a Special Administrative Region of China and that the United Kingdom has no right of supervision over or moral obligation towards it and has no right to interfere in Hong Kong affairs by citing the Sino-British Joint Declaration. During its colonial rule, the UK never granted democracy to Hong Kong. Today, the UK is in no position to sit as a judge. We urge it to discard colonial mentality, abandon hypocrisy and double standards, stop meddling in other countries' domestic affairs, and get back to the right track of upholding international law and basic norms of international relations as soon as possible.

赵立坚当前全球疫情依然严峻，世界经济亟待恢复，便利人员往来需求迫切。为畅通世界经济运行脉络，恢复全球产业链、供应链安全顺畅运转，便利人员有序往来，中方提出建立国际防疫健康信息互认机制的倡议。目前，健康码国际互认机制正处于起步阶段，后续工作将围绕着国家间机制互认、信息保护、数据应用等进行。中方将就此同有关方面进行沟通。

Zhao Lijian As the global pandemic situation remains grave, the world is faced with the imperative tasks of resuming economic growth and facilitating personnel exchange. With a view to unclogging global economic arteries, resuming the safe and smooth operation of global industrial chains and supply chains, and facilitating orderly flow of people, China has put forward the proposal of establishing a mutual recognition mechanism of COVID-related health information of international travelers. At the moment, this mechanism is still in the early stages. Going forward, we will need to work around such issues as mutual recognition between countries, information protection, and use of data. The Chinese side will communicate with relevant sides on this.
