第四，高举多边主义旗帜，以实际行动捍卫公平正义。多边主义是人类历经劫难后的共同选择，公平正义是各国人民的共同追求。中方主张，国家不分大小，都是国际社会平等一员；世界上的事，要由大家商量着办，共同维护国际法治和公平正义。各国应当团结起来、行动起来，维护联合国、壮大联合国。中方支持联合国改革完善，推进“联合国80周年改革倡议”，不只简单做预算与授权的减法，更要做好机构效能的加法，有效应对气候变化、公共卫生安全等全球性挑战，完善网络、外空、极地等领域治理规则，真正扩大全球南方代表性和发言权。

Fourth, we should stay committed to multilateralism and take steps to safeguard fairness and justice. Multilateralism is the choice made by humanity after going through scourges, and fairness and justice are the joint pursuit of the people of all countries. China holds that all countries, big or small, are equal members of the international community, and that world affairs should be handled by all through consultation, and rule of law, fairness and justice in international affairs should be jointly upheld. Countries should join forces and act together to safeguard the U.N. and make it stronger. China supports the U.N. in reforming and improving itself. It should advance the U.N. 80 Initiative and enhance the performance of its bodies rather than merely cut its budgets and mandates. It should effectively address global challenges including climate change and public health security, improve governance rules in such areas as cyberspace, outer space and polar regions, and truly increase the representation and voice of the Global South.

55年来，中国始终是动荡世界的稳定力量，坚定不移走和平发展道路，是和平和安全记录最好的大国。中国是联合国安理会常任理事国中第一大维和出兵国，成功推动五核国领导人首次就防止核战争发表联合声明。中国始终是共同发展的中坚力量，创造了经济快速发展和社会长期稳定两大奇迹，对世界经济增长的贡献率长期保持在30%左右。中国携手全球超过四分之三的国家高质量共建“一带一路”；在全球发展倡议框架下动员230多亿美元资金，开展2000多个合作项目；实施对非洲和最不发达建交国零关税政策，赋能全球南方现代化进程。中国始终是变革时代的进步力量，坚持为全球南方仗义执言，维护发展中国家正当权益，持续推动全球治理体系朝着更加公正合理的方向发展。今年10月，全球治理论坛将在雄安新区举办，欢迎大家共赴未来之约，共商治理大计。

Over the past 55 years, China has been a stabilizing force in times of volatility. China is firmly committed to pursuing peaceful development, and has the best track record on peace and security among major countries. It is the largest contributor of peacekeepers among the permanent members of the U.N. Security Council. It also took the initiative that led to the issuance of the first joint statement of the leaders of the five nuclear-weapon states on preventing nuclear war. China has been a main engine driving common development. China has created two miracles at home, namely, fast economic growth and long-term social stability, and it has, over many years, contributed around 30 percent to global growth. China has joined hands with more than three fourths of the countries in the world in pursuing high-quality Belt and Road cooperation, it has mobilized over US$23 billion and carried out more than 2,000 projects under the Global Development Initiative, and it has granted zero-tariff status to all the African countries and least developed countries having diplomatic relations with it to empower the Global South in pursuing modernization. China has been a progressive force in an era of change. China has always spoken up for the Global South, stood up for the legitimate rights and interests of developing countries, and continued to work toward a more just and equitable global governance system. In October, China will host the Global Governance Forum in the Xiong’an New Area. You are welcome to attend the forum and join in the discussion about the way forward in global governance.
