Mao Ning The St. Petersburg International Economic Forum is an important platform for discussions on global economic governance and consensus-building on international cooperation. The theme of this year’s forum is “Pragmatic Dialogue: the Path to a Stable Future,” which is highly relevant. Vice President Han Zheng will attend the forum and have meetings with Russian leaders. China looks forward to working with other participants to strengthen communication, enhance mutual trust, practice multilateralism, and build a more just and equitable global governance system. China will also continue working with Russia to implement the important common understandings in the leaders’ summit in May and make greater progress in developing the China-Russia comprehensive strategic partnership of coordination for the new era.

China and Belarus are all-weather comprehensive strategic partners. In recent years, under the strategic guidance of the two presidents, the two countries have maintained robust ties. During Vice President Han Zheng’s visit to Belarus, he will exchange views with leaders of Belarus on the bilateral relations and issues of mutual interest. 毛宁针对日菲宣布启动海域划界谈判，中方已经阐明有关立场。我愿重申，此次日菲拟探讨划界的海域位于中国台湾岛以东。根据中国国内法和包括《联合国海洋法公约》在内的国际法，中方在上述海域拥有专属经济区和大陆架。根据《公约》，海岸相向或相邻国家间的专属经济区和大陆架界限应由有关国家本着公平原则以协议划定。涉及台湾以东海域划界谈判，必须有中方参与。日菲绕开中方擅自启动所谓海域划界谈判，严重违反包括《公约》在内的国际法和国际关系基本准则，严重侵害中方海洋权益，中方决不允许。
Mao Ning China has made clear its position on the announced maritime delimitation talks between Japan and the Philippines. Let me reiterate that the area involved in their planned talks is east of China’s Taiwan island. According to China’s domestic law and international law including UNCLOS, China has exclusive economic zone and continental shelf in this area. As per UNCLOS, the delimitation of the exclusive economic zone and the continental shelf between States with opposite or adjacent coasts shall be effected by the States concerned by agreement on the basis of equity. Any delimitation concerning waters to the east of Taiwan must have China as a party to the talks. Japan and the Philippines’ attempt to bypass China and initiate the so-called maritime delimitation talks constitutes a severe violation of UNCLOS and other international laws and basic norms governing international relations. It also seriously infringes on China’s maritime rights and interests. China will not allow this.
海峡两岸同属一个中国。维护国家领土主权和海洋权益，是两岸全体中国人的共同责任。民进党当局为了谋求政治私利，不惜出卖中华民族整体利益，数典忘祖、毫无底线。这再次暴露出，“台独”势力已经完全丧失民族立场，沦为彻头彻尾的民族败类，必将遭到两岸同胞的唾弃和历史的清算。
The two sides of the Taiwan Strait belong to one and the same China. To uphold national sovereignty and maritime rights and interests is the shared responsibility of all Chinese people on both sides of the Strait. The DPP authorities, in pursuing selfish political gains, have gone so far as to put the Chinese nation’s vital interest up for sale, a move that betrays ancestors and breaches all moral boundaries. This once again shows that these separatists have completely forfeited the national stance and degenerated into traitors to the nation. What awaits them is contempt from Chinese on both sides of the Strait and the judgement of history.

《中国日报》记者据报道，菲律宾防长特奥多罗在香格里拉对话会上称，中方曾向菲律宾提供化肥和燃料等物资，但未展现长期诚意，是包装和欺骗。不管如何粉饰对菲律宾的帮助都无济于事，不会改变马尼拉对中国的看法。他还称菲律宾在领土和政治上均面临中方严重威胁。中方对此有何评论？
China Daily Philippine Defense Secretary Gilberto Teodoro Jr said at the Shangri-La Dialogue that though China has offered fertiliser and fuel to the Philippines, there isn’t any demonstration of good faith on a long-term basis. It is actually guileful, he added. No matter how China sugarcoats its assistance to the Philippines, it doesn’t cut the mustard, and it will not change the Philippines’ views on China. Teodoro also said that the Philippines is under severe threat territory-wise and politically too by China. What’s your comment?
