非洲是发展中国家最集中的大陆，有超过14亿人口。没有非洲的安全就没有全球的稳定。国际社会应采取迅速、有效、协调的行动，为破解非洲反恐困境作出新的贡献。为此，中方提出四点主张：
Africa is home to the largest number of developing countries, and has over 1.4 billion people. Without security in Africa, there is no stability of the world. The international community needs to take swift, effective and coordinated actions and make new contributions to solving counterterrorism challenges in Africa. With this in mind, China would like to make the following four points:
第一，坚持共识引领，强化对非洲反恐国际合力。各国应秉持人类命运共同体理念，践行共同、综合、合作、可持续的安全观，尊重非洲国家在反恐问题上的主导权，支持非洲人民以非洲方式解决非洲反恐问题，与非洲国家齐心协力、并肩反恐。恐怖主义没有好坏之分，反恐不能采取双重标准，不能搞选择性反恐，更不能将反恐问题政治化工具化，借反恐谋求地缘私利。
First, it is important to follow a consensus approach and build synergy for counterterrorism in Africa. Countries should realize that we are in a community with a shared future. Therefore, we need to embrace common, comprehensive, cooperative and sustainable security, respect the leadership of African countries in counterterrorism, support African people in solving Africa's issues in an African way, and stand with African countries in fighting terrorism. There is no such thing as good terrorism or bad terrorism. In the fight against terrorism, one should avoid double standard, or a selective approach. Still less should one politicize counterterrorism issues, or capitalize on them to seek selfish geopolitical gains.
第二，坚持固本强基，助力非洲国家提升反恐能力。能力不足是很多非洲国家面临的反恐难题。帮助非洲不能只停留在口头上，要将政治意愿转化为切实行动，在资金、装备、情报、人力资源、后勤补给等方面加大支持力度，提升非洲国家自主反恐能力。不应给援助附加任何政治条件，不应将援助国设定的议程和目标强加于人。
Second, it is important to shore up the foundation and help African countries enhance counterterrorism capacity. Insufficient capacity is a problem facing many African countries in counterterrorism. Helping Africa should not be a mere rhetoric. It is time to translate the political will into real action, such as increasing finance, equipment, intelligence, human resources, and logistics support to African countries to help build their own capacity for counterterrorism. Such assistance should come with no political strings attached, and with no agenda or objectives imposed by donor countries.
第三，坚持标本兼治，以可持续发展促进反恐安全。经济社会发展落后是恐怖极端势力滋生的温床。要抓住发展这把金钥匙，以更强的紧迫感帮助非洲国家落实非盟《2063年议程》和联合国2030可持续发展议程，提升非洲国家可持续发展能力，助力其消除贫困、创造就业、改善民生，铲除恐怖主义滋长根源。
Third, it is important to address both the symptoms and the root causes, and strengthen counterterrorism efforts and enhance security through sustainable development. Socioeconomic underdevelopment is the breeding ground for terror and extremist forces. We need to seize development, the key to many issues,and act with a greater sense of urgency to help African countries implement Agenda 2063 and the 2030 Agenda for Sustainable Development. We need to help African countries enhance capacity for sustainable development, eliminate poverty, create employment, and improve people's livelihood,thus removing the root causes of terrorism.
第四，坚持多边主义，发挥联合国的中心协调作用。团结合作是应对恐怖主义最有力武器，应跳出小圈子和“零和博弈”思维，以真正的多边主义为指引，恪守联合国宪章宗旨和原则，全面落实联大和安理会有关决议，并将联合国反恐资源进一步向非洲倾斜。要充分利用联合国反恐机构同非洲国家的合作机制和成功经验，推动《联合国全球反恐战略》在非洲有效落实。
Fourth, it is important to uphold multilateralism and give full play to the central and coordinating role of the U.N. Unity and cooperation is the most powerful weapon to fight terrorism. It is important to go beyond "small circles" and the zero-sum mindset, embrace true multilateralism, abide by the purposes and principles of the U.N. Charter, fully implement the relevant resolutions of the U.N. General Assembly and Security Council, and channel more U.N. counterterrorism resources to Africa. We need to make full use of the existing cooperation mechanisms between the U.N. counterterrorism agencies and African countries as well as their successful experience, and push for the effective implementation of the Global Counterterrorism Strategy in Africa.

非洲是人类文明的发祥地之一，是一片充满希望的热土。世界的和平与发展离不开非洲，国际反恐事业的成功离不开非洲。中方愿同各方一道，为非洲国家消除恐怖主义威胁提供更多支持，为非洲实现持久和平与发展贡献更多力量！
Africa is a cradle of human civilization; it is a promising land full of hope. World peace and development would not be possible without Africa. And international counterterrorism would not succeed without Africa. China stands ready to work with all parties to jointly increase support to African countries in eliminating the threats of terrorism, and contribute more strengths to realizing enduring peace and development in Africa.
