首先，我代表中国政府，对论坛共同主席、工作组共同主席和全体成员为论坛发展所作贡献表示赞赏，对论坛大家庭不断壮大表示祝贺。论坛成立以来，为各成员增强反恐和去极端化能力提供助力，对国际社会平衡落实《联合国全球反恐战略》发挥促进作用，成为全球反恐领域的重要平台。
Let me begin by expressing the Chinese government's appreciation to the Co-chairs of the Global Counterterrorism Forum (GCTF) and of the Working Groups, and all the GCTF Members for your contribution to the Forum's development, and congratulations on the Forum's membership expansion. Since inception, the GCTF has supported its Members in capacity building on counterterrorism and deradicalization, facilitated a more balanced implementation of the United Nations Global Counterterrorism Strategy, and served as an important platform for global counterterrorism effort .
当前，国际恐怖主义再度进入活跃期，重大恐袭事件多发频发，国际反恐合作依然任重道远。非洲已成为恐怖势力发展最迅速、活动最猖獗的地区之一，全球约三分之一恐袭发生在非洲。恐怖主义极大威胁非洲国家安全稳定，严重拖累非洲经济社会发展。论坛将非洲作为重点工作方向，切中国际反恐斗争要害。本次部长级会议聚焦非洲反恐问题，十分及时、很有必要。
As we speak, international counterterrorism cooperation faces arduous challenges presented by resurging international terrorism and frequent major terrorist attacks. Africa, where about one third of the world's terrorist attacks take place, is among the regions that are seeing the fastest and most rampant spread of terrorism. As acts of terror gravely endanger the security and stability of African countries and hamper Africa's socioeconomic development, the GCTF gets to the crux of international counterterrorism by prioritizing Africa in its agenda. Therefore, the focus of our Meeting today on counterterrorism in Africa is highly relevant and very timely.

中非是新时代全天候命运共同体。中方始终是非洲国家打击恐怖主义的坚定支持者和积极贡献者，始终通过实际行动支持非洲国家自主维护和平稳定的努力。
China and Africa belong to an all-weather community with a shared future for the new era. Throughout the years, China has been a staunch supporter and active contributor to African countries' fight against terrorism, and has taken concrete steps to support African countries' own efforts to safeguard peace and stability.
我们以理念引领行动。习近平主席提出“全球安全倡议”，支持非洲反恐是其中一项重要内容。中方以倡议为引领，建设性参与非洲和平安全事务，开展“穿梭外交”促进萨赫勒、大湖地区国家对话和解，提出并推动“非洲之角和平发展构想”，为有效应对非洲恐怖主义挑战作出中国贡献。中方落实全球安全倡议的行动得到非洲国家的坚定支持、积极响应和由衷赞誉。
We have developed a sound philosophy to guide our action. Supporting Africa's counterterrorism is an important component of the Global Security Initiative (GSI) put forth by President Xi Jinping. Guided by the GSI, China has taken a constructive part in Africa's peace and security affairs. We have promoted dialogue and reconciliation among Sahel and Great Lakes countries through shuttle diplomacy, and proposed and worked to advance the Outlook on Peace and Development in the Horn of Africa, thus contributing China's part to helping Africa effectively tackle terrorism. These actions guided by the GSI have received firm support, positive response and warm applause from African countries.
我们以蓝图明确方向。不久前，习近平主席在中非合作论坛北京峰会上，提出中非携手推进现代化的六大主张和“十大伙伴行动”，建设和平安全的现代化、实施“安全共筑伙伴行动”是其中重要组成部分。为此，未来3年中方将向非方提供10亿元人民币军事援助，为非方培训6000名军队人才和1000名警务执法人员，支持非洲国家提升反恐能力。中方将通过“十大伙伴行动”，深化同非洲文明互鉴、贸易投资、产业链合作、互联互通、发展合作、卫生健康、兴农惠民、人文交流、绿色发展等领域合作，助力非洲国家消除恐怖主义根源。
We have laid out a blueprint to chart the way forward. Earlier this month, President Xi Jinping announced at the Beijing Summit of the Forum on China-Africa Cooperation a six-point proposition for China and Africa to jointly advance modernization, and ten partnership actions. To jointly advance modernization underpinned by peace and security and to implement the Partnership Action for Common Security are important components of China's proposals. To put them into action, China wil provide RMB 1 billion yuan of grants in military assistance,and train 6,000 military personnel and 1,000 police and law enforcement officers in three years in support of Africa's counterterrorism capacity building. Furthermore, through the ten partnership actions, China will deepen cooperation with Africa on inter-civilization mutual learning, trade and investment, industrial chain cooperation, connectivity, development cooperation, health, agriculture and livelihoods, people-to-people exchanges, green development, among others, to help Africa eradicate the root causes of terrorism.
我们以多边拓展合作。“中国一联合国和平与发展基金”始终将非洲和平安全与发展作为资助重点，已通过联合国反恐机构资助多个加强非洲国家反恐能力建设的项目，取得良好效果。中方坚定支持非盟、非洲次区域组织为解决地区冲突、反对恐怖主义所作努力，积极参与和支持全球反恐论坛西非、东非能力建设工作组工作。
We have taken a multilateral approach in advancing cooperation. The China-U.N. Peace and Development Fund has consistently made peace, security and development in Africa a funding priority. Through U.N. counterterrorism agencies, it has financed multiple counterterrorism capacity-building projects in African countries, which have proved to be successful. China has firmly supported the African Union and African subregional organizations in resolving regional conflicts and fighting terrorism. We have also taken an active part in and supported the work of the West Africa Capacity Building Working Group and East Africa Capacity Building Working Group of the Forum.
