Global Times On February 15, the US and Canada issued statements respectively one year after the release of the Declaration Against the Use of Arbitrary Detention in State-to-State Relations published by Canada. US Secretary of State Antony Blinken said one year ago, the US joined like-minded nations in sending an unambiguous message that the arbitrarily detention of foreign nationals is unacceptable and governments who engage in this practice must cease immediately. He added that the Declaration now has 68 endorsements from nations around the world, and the US urges others to support this initiative grounded in the rule of law and respect for human rights. What is China’s comment?

Wang Wenbin How ironic it is that the US and Canada issued statements one year after the Declaration Against the Use of Arbitrary Detention in State-to-State Relations was published on the grounds of human rights protection, when the US is keeping Afghan people’s assets as its own. This gives us a vivid example revealing the hypocrisy and double standard of the US and Canada, and helps the international community see the following facts even clearer.
首先,所谓的“反对任意拘押宣言”是外交欺诈的“杰作”。加方在美方的附和支持下,违背一些国家明确表示不赞成、不参与联署所谓“宣言”的意愿,强行将他们纳入联署名单,这种违背国际关系准则、“无中生友”的欺诈行为,也遭到这些国家的反对。
First, the so-called Declaration Against the Use of Arbitrary Detention is a product of diplomatic fraud. With US’ echo and support, Canada roped some countries into the list of endorsement against the latter’s will of not approving and not participating in co-signing the declaration. This fraudulent act that violates the norms governing international relations and makes up the numbers has also met opposition from the countries concerned.
第二,加美才是任意拘押问题的典型代表。加方在孟晚舟女士没有违反任何加法律情况下,对其拘押长达1000多天,这才是不折不扣的任意拘押。美国更是任意拘押的“老手”。在美国内,美任意拘押无辜移民,强迫移民儿童与其父母分离,导致无数家庭破裂。在美国外,关塔那摩监狱只是美国遍布全球秘密监狱网的缩影。据有关人权组织披露,2001年以来,美国使用多达17艘军舰作为“浮动监狱”,“海上关塔那摩”的人权悲剧一再上演。美国发动阿富汗战争后在阿及美盟国境内设立大量秘密监狱,入侵伊拉克后对伊平民实施暴行、酷刑和谋杀,阿布格里卜监狱虐囚丑闻举世震惊。任意拘押这顶帽子,戴在美国头上最为合适。
Second, the US and Canada stand out when it comes to arbitrary detention. Ms. Meng Wanzhou was detained by Canada for more than 1,000 days without violating any Canadian law. This is out-and-out arbitrary detention. The US is an old hand at arbitrary detention. Here are some examples. Domestically, the US arbitrarily detains innocent immigrants, separates migrant children from their families by force, and tears innumerable families apart. Internationally, the Guantanamo Bay prison only epitomizes the US’ network of secret prisons across the world. According to a human rights group, since 2001, the US has turned up to 17 military vessels into “floating prisons” and “floating Guantanamos”, where human rights tragedies keep repeating. Following the US invasion of Afghanistan, the US has set up a large number of secret prisons in Afghanistan and US allies. After it waged the war against Iraq, the US committed atrocities, torture and murder against Iraqi civilians. The scandals around torturing inmates in the Abu Ghraib prison have shocked the whole world. The hat of arbitrary detention suits the US better than anyone else.
我想强调的是,无论是在任意拘押还是侵犯发展中国家人权方面,美加都有很多令世人哗然的不光彩记录。奉劝他们还是停止虚伪荒谬的表演,多将精力用到改正自身包括任意拘押在内的各种违反国际规则、侵犯人权的劣行上来。
I want to stress that both the US and Canada have a disgraceful track record causing storms of protest, be it arbitrary detention or human rights violation of people in developing countries. We urge the countries to stop such hypocritical and preposterous performance, and focus on correcting their own mistakes of violating international rules and infringing on human rights, including arbitrary detention.
