The delegations agreed on the next steps over the 18-month consultation period to define the optimal pathway for Australia to acquire nuclear-powered submarines and to bring the Australian capability into service at the earliest possible date. They will work to ensure that the submarine program upholds their longstanding leadership in global non-proliferation, including through continued close consultation with the International Atomic Energy Agency. Zhao Lijian China has made its position clear on the AUKUS nuclear submarine cooperation on multiple occasions.
中方认为，美英澳宣布在三方安全伙伴关系框架下开展核潜艇合作，构成严重核扩散风险，违反《不扩散核武器条约》的目的和宗旨，已引发越来越多国家警惕和抵制。然而，美英澳无视国际社会关切，执意推进核潜艇合作。这再次凸显了他们在防扩散问题上采用“合则用、不合则弃”的双重标准。他们自诩的防扩散领域“长期领导者地位”更是显得虚伪至极。
China believes that the nuclear submarine cooperation between the US, the UK and Australia under the framework of the trilateral security partnership poses serious risks of nuclear proliferation and violates the object and purpose of the Nuclear Non-proliferation Treaty (NPT). An increasing number of countries are vigilant about and reject this. However, the US, the UK and Australia insisted on advancing nuclear submarine cooperation in disregard of international concerns, which again accentuates their double standards on non-proliferation issues, and makes their self-claimed “longstanding leadership in global non-proliferation” even more hypocritical.
国际原子能机构11月理事会将三国核潜艇合作相关问题列入会议正式议程并进行了讨论，反映了广大机构理事会成员国对此事的严重关切。机构现行保障监督体系无法对核潜艇动力堆实施有效监管。因此无法确保澳不将这些核材料转用于制造核武器。美英澳明知如此，却执意要与机构协商所谓的防扩散安排。这分明是想拉机构为三国合作背书。美英澳应停止玩弄欺世盗名的把戏。
The Board of Governors Meeting of the International Atomic Energy Agency (IAEA) in November added issues related to the trilateral nuclear submarine cooperation to the meeting’s official agenda and had discussions on them, which reflects the board members’ grave concerns about this issue. There is nothing in the IAEA safeguards mechanism that can effectively monitor the power reactors of nuclear submarines. Therefore, there is no way to ensure that Australia won’t use these nuclear materials for building nuclear weapons. The three countries, however, are knowingly bent on having consultation with the IAEA on non-proliferation arrangements, which is a blatant attempt to seek IAEA’S endorsement for the trilateral cooperation. The three countries should stop such trick of deception.
中方已明确指出，美英澳核潜艇合作保障监督问题事关《不扩散核武器条约》的完整性和有效性，涉及国际原子能机构所有成员国利益，应由机构所有成员国共同讨论。中方已建议机构成立所有成员国均可参加的特别委员会，专题讨论相关政治、法律和技术问题，寻求各方均可接受的解决办法。在各方就此达成共识之前，美英澳不得推进相关合作，机构秘书处也不得擅自与三国商讨所谓的核潜艇合作保障监督安排。
China has made it clear that the safeguards issue regarding the AUKUS nuclear submarine cooperation bears on the integrity and efficacy of the NPT and concerns the interests of all IAEA member states. As such, it should be jointly discussed by all member states. China has suggested that the IAEA launch a special committee open to all member states to focus on discussing the political, legal and technical issues concerned to properly seek a solution acceptable to all parties. The US, the UK and Australia should not proceed with relevant cooperation, and the IAEA Secretariat should not have consultation with the three countries on the so-called safeguards arrangement for their nuclear submarine cooperation until consensus is reached by all parties.
