It will prove a good read for any one that cares about Hong Kong and democracy. An official from the Hong Kong and Macao Affairs Office of the State Council has already answered relevant questions from the press.
香港回归祖国以来,中国中央政府坚决贯彻落实“一国两制”方针和基本法,支持香港特区依法有序发展民主。香港居民享有的民主权利前所未有。香港特区民主发展取得的全方位重大成就有目共睹。就在昨天,香港特区第七届立法会选举依法、顺利、有序举行。这是香港落实“爱国者治港”原则,发展优质民主、有效选贤举能、推动良政善治一次最新的成功实践。事实充分说明,中国共产党和中国政府是香港特区民主制度的设计者、创立者、维护者和推进者。
Since Hong Kong’s return to the motherland, the Central Government of China has firmly implemented the principle of One Country, Two Systems and the Basic Law, and supported the HKSAR in developing democracy in an orderly manner in accordance with law. Hong Kong residents enjoy unprecedented democratic rights and the SAR’s all-round democratic progress has been witnessed by all. Just yesterday, the election for the seventh-term Legislative Council (LegCo) of the HKSAR was held in a smooth and orderly fashion in accordance with law. It was the latest successful practice of Hong Kong implementing the principle of “patriots administering Hong Kong” and developing sound democracy, applying meritocracy and advancing good governance. The facts have fully proven that the Communist Party of China (CPC) and the Chinese government designed, created, safeguarded and advanced Hong Kong’s system of democracy.
众所周知,香港在150多年的英国殖民统治下没有民主可言,香港回归祖国后才开启了民主纪元。近年来,一些外部势力极力怂恿支持反中乱港势力冲击特区宪制秩序,歪曲民主内涵,阻挠香港民主进程,对香港特区民主发展造成严重伤害。中央政府果断采取一系列标本兼治、拨乱反正的重大举措,推动香港特区民主发展重回正轨。我们坚信,在“一国两制”下,香港的民主道路将越走越宽广,民主发展的前景将更加光明。
As is known to all, the over 150-year-long British colonial rule did not bring any genuine democracy to Hong Kong. It is only after Hong Kong’s return to the motherland that the epoch of democracy was ushered in. Over recent years, external forces spared no effort to instigate and support attacks on the SAR’s constitutional order by anti-China disrupting forces in Hong Kong. They distorted the connotations of democracy, thwarted Hong Kong’s democratic progress, and caused serious setbacks to the development of Hong Kong’s democracy. The Central Government took a host of decisive measures to address both the symptoms and the root causes and steered the SAR’s democratic development back onto the right track. We are convinced that under the framework of One Country, Two Systems, the path of democracy in Hong Kong will be wider, leading to brighter prospects.
我想强调,香港是中国的香港。香港特区的民主怎么发展纯属中国内政。香港的民主制度好不好,要由包括香港同胞在内的全体中国人民说了算。中国中央政府坚定不移全面准确贯彻“一国两制”方针,坚定不移支持香港特区发展符合其宪制地位和实际情况的民主制度。任何打着民主旗号干涉中国内政、企图搞乱香港的图谋都不会得逞。
I’d like to stress that Hong Kong is part of China. How to develop democracy in the SAR is purely China’s domestic affair. Whether Hong Kong’s democratic system is good or not should be judged by the Chinese people, including Hong Kong compatriots. The Central Government is committed to fully and faithfully implementing the principle of One Country, Two Systems and to supporting Hong Kong in developing a democratic system that conforms to its constitutional status and realities on the ground. Attempts to interfere in China’s domestic affairs and mess up Hong Kong are all doomed to failure.

This election is a successful practice to comprehensively implement the new electoral system in Hong Kong, which is broadly representative and politically inclusive, and ensures balanced participation and fair competition. It has a far-reaching significance to developing democracy suited to Hong Kong’s realities, shaping a new structure for good governance in Hong Kong, and promoting the steady and sustained implementation of One Country, Two Systems.
香港是中国的香港。香港特区的选举制度如何设计、如何完善、如何运行完全是中国内政,任何外国无权干涉。香港的选举制度好不好,要看是否符合香港实际、是否有利于香港的长期繁荣稳定和长治久安。香港特区立法会选举是不是成功,要看选举过程是否依法、公正、有序,选举结果是否有利于香港的整体利益和长远发展。
Hong Kong is China’s Hong Kong. How Hong Kong’s electoral system is designed, improved and operated is purely China’s internal affair, which allows no foreign interference. Whether Hong Kong’s electoral system is good or not should be judged by whether it suits Hong Kong’s realities and whether it serves Hong Kong’s long-term security, stability and prosperity. Whether the LegCo election is successful or not should be judged by whether the electoral process is legal, fair and orderly, and whether the result benefits Hong Kong’s overall interest and long-term development.
国际上总有一些人处心积虑攻击香港选举制度、抹黑特区立法会选举。他们关心香港民主是假,打着“民主”的幌子插手香港政治、干涉中国内政、阻挠中国发展是真。他们不是民主课堂里的“优等生”,更没有资格充当“教师爷”。他们最应该做的是,拿镜子好好照照自己国内抗疫失败、政治极化、种族歧视等问题,先做好自己的家庭作业。
There are always some people in the world that deliberately attack Hong Kong’s electoral system and smear the LegCo election. In the name of caring about Hong Kong’s democracy, they are meddling in Hong Kong’s politics, interfering in China’s internal affairs and obstructing China’s development. If countries form a class, the US is by no means a “straight-A student” in the “democracy course”, still less is it in a position to be a “lecturer”. What it needs to do the most is reflect on its botched COVID-19 response, political polarization and racial discrimination, and set its own house in order first.

Kyodo News According to reports, turnout in the Hong Kong Legislative Council election hit a record low. Some European organizations criticized China for this. Do you have any comment?
赵立坚香港各界均认为此次分区直选投票率在正常合理范围内。我给大家介绍一些情况,此次共有135万多选民积极踊跃投票。其中,选举委员会选举产生40名议员,投票率高达98.48%;功能界别选举产生30名议员,平均投票率为32.22%;分区直选产生20名议员,投票率为30.2%。香港选民用实际行动回击了有关对新选举制度的抹黑和诋毁。分区直选投票率较往届有所降低有多重原因,既有疫情的影响,也有反中乱港分子和外部势力的干扰破坏。这也恰恰证明,制定实施香港国安法,完善香港特别行政区选举制度的重要性和必要性。
Zhao Lijian All sectors in Hong Kong believe that the turnout for geographical constituencies in this election is within the normal and reasonable range. Here are some facts. More than 1.35 million voters cast their ballots. The Election Committee constituency elected 40 members with turnout at 98.48 percent. The functional constituencies elected 30 members with average turnout at 32.22 percent. The geographical constituencies elected 20 members with turnout at 30.2 percent. Voters in Hong Kong have fought back against the smears and slanders targeting the legitimacy of the new electoral system with their actions. There are several reasons for the lower voter turnout in the geographical constituencies this year, including the impact of the pandemic and the interference and sabotage by anti-China, destabilizing forces and external forces. This also proves the importance and necessity of enacting the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region and improving the electoral system in the HKSAR.
