Deepening CICA Cooperation and Upholding Multilateralism [2]

Colleagues,
作为亚洲地区覆盖范围最广、成员国最多、代表性最强的安全合作论坛，面对百年变局和全球疫情，亚信应承担起自己的历史使命，为推动建设一个互尊互信、安全稳定、发展繁荣、开放包容和合作创新的亚洲做出新的努力。哈萨克斯坦作为亚信的倡导国更是责无旁贷。在此，中方愿提出四点建议：
CICA is Asia's largest and most representative security forum with the greatest number of participants. Facing the once-in-a-century changes and a global pandemic, CICA should rise to the challenge, fulfill its historical mission, and make new efforts toward a secure, stable, prosperous, open and inclusive Asia featuring mutual respect, mutual trust, cooperation and innovation. Kazakhstan, as the initiator of CICA, has a special role to play. Here, I would like to propose four points.
一是坚持同舟共济，携手战胜疫情。抗击疫情仍是当务之急，我们要高举团结抗疫旗帜，坚定支持世界卫生组织发挥领导协调作用，反对将疫情政治化，抵制对特定国家污名化。中方愿继续为各国抗疫提供力所能及的支持，加强抗疫物资、防控经验、疫苗研发等方面合作，争取早日彻底战胜疫情。
First, we need to come together to defeat COVID-19. To suppress the novel coronavirus remains the immediate priority. We must strengthen solidarity, firmly support the WHO in playing its leading and coordinating role, and oppose politicizing the issue and stigmatizing specific countries. China will continue to support other countries' anti-epidemic efforts as much as it can, through closer cooperation on supplies, experience sharing, and vaccine development, in order to defeat the virus at an early date.
二是促进战略信任，维护和平稳定。当前国际形势中紧张对立因素显著上升，我们必须高度警惕，坚决反对煽动和制造所谓“新冷战”。各国应加强沟通与对话，构建并巩固战略互信。我们要继续倡导和践行共同、综合、合作、可持续的新安全观，推动热点问题的政治解决，为促进地区与世界的和平稳定发挥应有作用。
Second, we need to promote strategic trust to maintain peace and stability. Given the significant rise in tensions and confrontation in the international situation, we must stay highly alert, and firmly oppose actions to instigate and engineer a so-called "new Cold War". Countries should strengthen communication and dialogue to build up and consolidate strategic trust. We should continue to advocate and act on the new vision of common, comprehensive, cooperative and sustainable security, and facilitate political settlement of hotspot issues to play our due role in promoting peace and stability in our region and beyond.
三是倡导互利共赢，实现共同发展。我们要继续对接发展战略，发挥互补优势，高质量共建“一带一路”。当前要有序推进复工复产，建立更多人员往来“快捷通道”和货物出入境“绿色通道”，助力经济社会秩序重启。中国正在构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，将推动中国经济更加开放、更有效率、更可持续。我们愿同亚洲国家分享发展机遇，实现共同发展。
Third, we need to pursue mutual benefit to achieve common development. We should continue to synergize development strategies, leverage our strong complementarities, and advance high-quality Belt and Road cooperation. One of the priorities for now is to reopen economies in an orderly way, open more "fast tracks" and "green lanes" to facilitate the flow of people and goods so as to bring business and life back to normal. China is shifting to a new development paradigm featuring "dual circulations", with domestic circulation as the mainstay and domestic and international circulations reinforcing each other. This aims to make the Chinese economy even more open, efficient and sustainable. In this process, we are willing to share development opportunities with fellow Asian countries for common development.
四是秉持多边主义，捍卫公平正义。我们要以联合国成立75周年为契机，坚守多边主义理念，反对单边霸凌行径,维护联合国的权威和作用，维护国际法和国际关系准则，维护世界各国的正当发展权益，不断完善和加强全球治理体系，推动国际秩序朝着更加公正合理的方向发展。
Fourth, we need to uphold multilateralism to defend international equity and justice. The 75th anniversary of the UN is a significant occasion for us to renew our commitment to multilateralism and oppose unilateralism and bullying; to uphold the authority and role of the UN, defend the international law and norms governing international relations, and safeguard the legitimate development rights and interests of all countries; and to further improve and strengthen the global governance system, and promote a more equitable and reasonable international order.

习近平主席在纪念联合国成立75周年峰会和联大一般性辩论上发表重要讲话，发出了坚定支持联合国、坚定支持多边体系的明确信号。中方将继续致力与亚洲各国携手合作，推动建设相互尊重、公平正义、合作共赢的新型国际关系，推动构建人类命运共同体，为促进亚洲和世界的和平发展事业作出应有的贡献。
Speaking at the high-level meeting to commemorate the 75th anniversary of the UN and the General Debate of the 75th Session of the UN General Assembly, President Xi Jinping articulated China's firm support for the UN and for the multilateral system. China will continue to work with fellow Asian countries for a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and for a community with a shared future for mankind. Together, let's make our due contribution to peace and development in Asia and beyond.
我们相信，在各方共同努力下，我们一定能够战胜困难与挑战，推动亚洲各国的协作与信任迈上新的台阶，使古老的亚洲大陆迎来更加辉煌和美好的未来！
We are confident that our concerted efforts will see us through the difficulties and challenges; we will bring the coordination and trust between Asian countries to a new level, and usher in an even brighter future for our ancient continent.
