Dear Colleagues,
很高兴出席此次亚信成员国外长视频特别会议。当前国际和地区形势复杂演变，亚信大家庭成员及时沟通、凝聚共识、共商合作、规划未来，十分必要，也十分重要。
It is my great pleasure to attend the CICA Special Ministerial Meeting via video conference. Given the complex changes taking place in our region and around the world, it is all the more necessary and important for us, members of the CICA family, to have timely communication, build consensus, map out cooperation and chart the course forward.
塔吉克斯坦2018年9月接任主席国以来，成功举办杜尚别峰会等重大活动，为亚信发展作出重要贡献。中方对此高度评价。同时，我们也衷心祝贺哈萨克斯坦接任主席国。中方将同各成员国一道，大力支持哈方积极推进亚信进程。相信在哈方主席国的全力投入和引领下，亚信这一重要的区域安全机制一定能更好地履行应尽职责，取得更大合作成果。
Since assuming the chairmanship in September 2018, Tajikistan has successfully held the Fifth Summit in Dushanbe and other activities, contributing greatly to CICA's development. China commends Tajikistan's excellent work, and extends warm congratulations to Kazakhstan for taking over the chairmanship. Together with other member states, China will support the new Chair in further advancing CICA's development. We are confident that with the full commitment and able stewardship of Kazakhstan, this important regional security mechanism will do an even better job in fulfilling its due responsibilities and achieving greater progress in its cooperation.

Colleagues,
亚洲各国历史国情、社会制度、文化传统不尽相同，面临诸多热点问题和矛盾分歧。但我们之间有着更为广泛的共同理念和共同利益，使我们得以超越分歧和差异，不断加强团结，不断升华信任，不断拓展合作。
Countries in Asia may have different history, national realities, social systems, cultures and traditions, and are faced with multiple hotspot issues, disagreements and differences. Yet, the broader common visions and common interests have enabled us to rise above differences, enhance solidarity, build mutual trust and expand cooperation.
我们都秉持多元平等的文明观。作为亚洲古老文明的传承者，我们认为世界应是多元的，文明应是多样的，各国也应是平等的，没有一种文明可以凌驾于其他文明之上，更不应蓄意挑起文明冲突。各国应当超越意识形态和社会制度不同，相互尊重、相互欣赏、相互借鉴、相互成就。
We all believe in diversity and equality of civilizations. As descendants of ancient Asian civilizations, we see the world as diverse, civilizations as colorful, and all countries as equals. No civilization is superior to others, and no one should intentionally provoke clashes among civilizations. Countries should transcend differences in ideologies and social systems. We should all respect, appreciate and learn from each other, and help each other succeed.
我们都肩负发展振兴的历史使命。加快国家发展，改善人民生活，实现民族复兴，是亚洲各国的共同愿望。各国应相互支持探索符合本国国情的发展道路，加强治国理政经验的沟通交流，深化发展战略的对接协同，共同实现更高水平的发展。
We all shoulder historic responsibilities of rejuvenation and development. Faster development, better lives for the people and national rejuvenation are the shared aspiration of all countries in Asia. We need to support each other in exploring a development path suited to our national realities, share governance experience, and foster greater synergy in our development strategies to achieve high-quality development.
我们都主张和平解决争端。面对相互交织的传统与非传统挑战，谁都不可能独善其身，都应重视与邻国发展友好合作，追求与邻为善，与邻为伴。我们都反对动辄使用武力，反对强权干涉，主张发挥亚洲人的独特智慧，通过平等对话，寻找可持续的政治解决方案。
We all call for peaceful solutions to disputes. The interwoven traditional and non-traditional security threats means no country can stay safe all by itself. We should value amity and cooperation, and pursue good-neighborliness and partnership with our neighbors. We all stand against the willful use of force, power politics and interference. And we are all committed to exerting Asian wisdom to seek durable political solutions through equal dialogue.
我们都坚守多边主义价值。支持以联合国为核心的多边体系，遵守以《联合国宪章》宗旨和原则为基础的国际关系准则，认同联合国及其专门机构在国际事务中的重要作用，是亚信成员的最大共识。为此，我们主张积极开展各种区域及次区域多边合作，致力于促进国际体系的多极化和国际关系的民主化。
We all uphold the value of multilateralism. We support the UN-centered multilateral system, follow the basic norms governing international relations based on the purposes and principles of the UN Charter, and recognize the important roles of the UN and its specialized agencies in international affairs. This is an area of greatest consensus of all CICA members, and has guided our efforts in pursuing regional and sub-regional cooperation and working for a multi-polar world and democracy in international relations.
