Q The 75th World Health Assembly (WHA) will be held from May 22 to 28. The department for foreign affairs of the Taiwan authorities expressed its regret and discontent about not being invited. Many countries have written letters to the World Health Organization (WHO) recently in support of the Chinese government’s decision of not agreeing with Taiwan region’s participation in this year’s WHA. Besides, they don’t want to have any discussion about issues related to Taiwan at the Assembly. What is China’s comment?
答世界上只有一个中国，中华人民共和国政府是代表全中国的唯一合法政府，台湾是中国领土不可分割的一部分。中国台湾地区参与国际组织，包括世界卫生组织活动问题，必须按照一个中国原则来处理，联合国大会第2758号决议和世界卫生大会第25.1号决议确认了这一根本原则。
A There is only one China in the world. The government of the People’s Republic of China is the sole legal government representing the whole of China. Taiwan is an inalienable part of China’s territory. The Taiwan region’s participation in the activities of international organizations, including the WHO, must be handled in accordance with the one-China principle. This fundamental principle is confirmed in UNGA Resolution 2758 and WHA Resolution 25.1.
2009年至2016年，在海峡两岸都坚持一个中国原则基础上，中方连续8年对中国台湾地区参与世卫大会作出特殊安排。但民进党执政以来，将政治图谋置于台湾地区人民福祉之上，顽固坚持“台独”分裂立场，拒不承认体现一个中国原则的“九二共识”，导致台湾地区参加世卫大会的政治基础不复存在。
For eight consecutive years from 2009 to 2016, China made special arrangement for the Taiwan region’s participation in the WHA on the basis of adherence to the one-China principle on both sides of the Taiwan Strait. But since the Democratic Progressive Party (DPP) came to power, it has placed its political agenda over the well-being of the people in the Taiwan region, obstinately adhered to the separatist position of “Taiwan independence”, and refused to admit the 1992 Consensus embodying the one-China principle. As a result, the political foundation for the Taiwan region to participate in the WHA has ceased to exist.
中国中央政府高度重视台湾同胞的健康福祉，在一个中国原则前提下，对台湾地区参与全球卫生事务作出了妥善安排。新冠肺炎疫情发生后，中国中央政府已向台湾地区通报疫情约400次，过去一年批准台湾地区卫生专家参加世卫组织技术活动44批47人次，台湾地区多次接受世卫组织秘书处疫情信息通报，所谓“国际防疫体系缺口”根本就是无稽之谈。民进党当局无视国际社会聚焦抗疫合作的普遍愿望、无视台湾地区人民的生命安全，借疫情大搞政治操弄，违反联大第2758号决议和世卫大会第25.1号决议，不惜以干扰大会进程、破坏国际抗疫合作为代价，执意搞涉台提案。其真实目的就是在国际上制造“两个中国”或“一中一台”。
The Chinese Central Government attaches great importance to the health and well-being of our compatriots in the Taiwan region, and has made proper arrangement for Taiwan’s participation in global health affairs on the precondition of following the one-China principle. The Central Government has given the Taiwan region about 400 updates about the pandemic situation since the start of COVID-19, and approved 47 visits by public health experts from the Taiwan region to 44 WHO technical activities over the past year. The Taiwan region received multiple notifications of COVID-19 information from the WHO Secretariat. The claim of a “gap” in global anti-pandemic efforts is thus groundless. The DPP authorities, turning a blind eye to the common aspiration of the international community to focus on anti-pandemic cooperation and the life and safety of the people in the Taiwan region, are pursuing political maneuvering under the pretext of the pandemic in violation of UNGA Resolution 2758 and WHA Resolution 25.1. They are bent on initiating proposals relating to the Taiwan region at the cost of disrupting the WHA proceedings and international cooperation, with the real motive of creating “two Chinas” or “one China, one Taiwan”.
为了捍卫国家主权和领土完整，捍卫联合国大会及世卫大会相关决议的严肃性和权威性，中方不同意台湾地区参加今年世卫大会。中方这一决定得到了国际社会广泛支持和理解。迄今已有近90个国家以专门致函世卫组织等方式，表明坚持一个中国原则，反对台湾参加世卫大会的立场。这再次证明，一个中国原则是国际社会人心所向、大势所趋，也充分体现了绝大多数国家在世卫大会涉台问题上秉持正义的正确立场。世界人民的眼睛是雪亮的，任何打“台湾牌”、搞“以台制华”图谋必将遭到国际社会绝大多数成员的坚决反对，也注定会以失败告终。
In order to safeguard national sovereignty and territorial integrity and uphold the solemnity and authority of relevant UNGA and WHA resolutions, China cannot agree with the Taiwan region’s participation in this year’s WHA. This decision by China received broad-based support and understanding from the international community. So far, nearly 90 countries have sent letters to the WHO to express their commitment to the one-China principle and opposition to Taiwan’s participation in the WHA. This once again shows that the one-China principle is the common aspiration and the overriding trend, and the fact that the overwhelming majority of countries hold a just and right position on the relevant issue. People around the world are always clear-eyed. Any attempt to play the “Taiwan card” to contain China will be firmly rejected by the overwhelming majority of members of the international community and is doomed to fail.
