RTHK Some countries still remain the so-called “diplomatic allies” of Taiwan. How do you comment on that?
香港电台记者当前仍有一些国家同台湾保持所谓“邦交”关系,你对此有什么评论?
Wang Wenbin I just made clear China’s position on the resumption of diplomatic ties with Nicaragua. I want to stress one more point. Taiwan is a part of China. This is a clear and simple fact that can be easily understood. There are still a few countries in the world that maintain “diplomatic ties” with Taiwan. The reason behind this is that the Taiwan authorities engaged in “dollar diplomacy” in negligence of the well-being of the people in Taiwan. It is also due to various sorts of pressure imposed by the US on these countries. Sooner or later, these countries will establish or resume normal diplomatic relations with China in accordance with the spirit of Resolution 2758 adopted by the United Nations General Assembly 50 years ago. It is just a matter of time because this is an unstoppable trend of the times.
汪文斌刚才我已经介绍了中方关于中尼复交的有关立场。我想再强调一点:台湾是中国的一部分,这是一个再简单不过的事实,也是一个再明白不过的道理。世界上虽然还有那么几个国家仍然和台湾保持着所谓“邦交”关系,但这是台湾当局大搞“撒钱”外交,不顾台湾民众的福祉,也是由于美国不断向这些国家施加各种各样的压力。相信这些国家迟早会遵循五十年前联合国大会通过的第2758号决议精神,同中国建立或恢复正常的外交关系。这只是一个时间问题,更是时代大势,不可阻挡。
The Paper The world celebrates Human Rights Day today. A handful of Western countries have raised concerns about China’s human rights conditions. What is China’s response?
澎湃新闻记者今天是世界人权日。个别西方国家对中国人权状况提出关切。中方对此有何回应?
Wang Wenbin “Human rights for all” is a great dream of the human society and a common goal that all countries have consistently pursued. Who has the final say on a country’s human rights situation, and who should rate a country’s human rights cause?  The only answer is the people of a country. To tell whether a model of human rights protection works, one has to check if it meets people’s interests. To tell whether a country’s human rights situation is good or not, one has to see if it can improve people’s sense of fulfillment, happiness and security. The most basic human right is the right to a happy life.
汪文斌人人充分享有人权,是人类社会的伟大梦想,也是世界各国的共同奋斗目标。谁对一国人权最有发言权?谁才是一国人权事业的评分者?答案只有一个:本国人民。一种人权保障模式行不行,关键看它是否符合人民利益;一国人权事业好不好,关键看它能否增强人民的获得感、幸福感和安全感。人民幸福生活是最大的人权。
China attaches great importance to promoting and protecting human rights. The one hundred years of the Communist Party of China (CPC) has been a journey of fighting for, respecting, protecting and developing human rights. We made it possible for our nearly 1.4 billion people to shake off poverty and lead a decent and comfortable life. The average life expectancy rose to 77 years from 35 years. More than 1.3 billion Chinese people have access to basic medical insurance. China is rated among the ten fast-track countries of women’s and children’s health by the WHO, and has put in place the largest systems of education, social insurance, medical care and institutions of democracy at the community level. The CPC has led the Chinese people in securing the victories of povertyeradication and the fight against COVID-19, where more than 700 million people have been lifted out of poverty and the health of over 1.4 billionpeoplehas been effectively protected. These are the best illustration of the great achievement of China’s human rights development.
中国高度重视促进和保护人权。中国共产党的100年,就是争取人权、尊重人权、保障人权、发展人权的100年。我们实现了近14亿人从贫困到温饱再到小康,人均预期寿命从35岁提高到77岁,基本医疗保险覆盖超过13亿人,被世卫组织列为妇幼健康高绩效的10国之一,建成了世界最大规模的教育、社保、医疗和基层民主体系。中国共产党领导中国人民取得脱贫攻坚和抗击疫情两大胜利,7亿多人摆脱贫困,14亿多人的生命健康得到有效保障,这是中国人权事业巨大成就的最好注脚。
China has been pursuing its development in the context of human development, and stays committed to continued progress in world human rights development. We uphold peace, development, equity, justice, democracy and freedom, which are all common values of humanity, and make China’s voice heard by putting forward China’s propositions and making China’s contribution to improving global human rights governance. China has embarked on the new journey toward the second centenary goal of fully building a great modern socialist country. China’s human rights will be protected at a higher level, and China will make new, greater contributions to the international human rights development.
中国始终将自身发展置身于人类发展的坐标系中,始终致力推动世界人权事业不断发展。我们倡导和平、发展、公平、正义、民主、自由的全人类共同价值,为完善全球人权治理发出中国声音、提出中国主张、作出中国贡献。当前,中国开启了全面建设社会主义现代化国家新征程,正意气风发地向着第二个百年奋斗目标迈进。中国人权事业必将在更高水平得到保障,中国也必将为国际人权事业发展作出新的更大贡献。
There is no one-size-fits-all path for human rights development. When it comes to human rights, there is no “country on a hill” that is superior to others. And no country has the right to be a “human rights judge”, still less interfere in others’ internal affairs while wielding the baton of human rights. China is ready to conduct human rights dialogue and exchange with all countries on the basis of equality and mutual respect. But we will never accept a self-righteous “human rights lecturer”. Certain Western countries willfully and condescendingly criticize other countries’ human rights conditions while turning a blind eye to their own systemic racism and racial discrimination in the past and at present. Still worse, they use human rights protection as the pretext for bullying, sanctions and belligerence, which is typical double-standard and travesty of international human rights. We urge certain countries to discard their old habits, earnestly reflect upon their deplorable track record of human rights and face up to and address their own problems. 
世界上没有放之四海而皆准的人权发展道路。在人权问题上,没有高人一等的“山巅之国”,也没有谁有资格自诩为“人权判官”,更没有谁可以挥舞“人权大棒”肆意干涉别国内政。中方愿在平等和相互尊重的基础上同各方开展人权对话与交流,但我们不接受人权“教师爷”。个别西方国家动辄对别国人权状况指手画脚,却对本国疫情中漠视生命、草菅人命的现象视而不见,对历史和现实中存在的系统性种族主义和种族歧视置若罔闻,甚至以保护人权为由对他国霸凌制裁、穷兵黩武,这是典型的“双重标准”,也是对国际人权事业的践踏和破坏。我们敦促个别国家改改老毛病,切实反省自身在人权方面的劣迹,正视和解决自身存在的问题。
There is always room for improvement when it comes to protecting human rights. On this Human Rights Day, we call on all countries to abide by the purposes and principles of the UN Charter, conduct constructive dialogue and cooperation on human rights, firmly oppose politicization of and double standards on human rights, and jointly promote the sound development of international human rights.
人权保障没有最好,只有更好。值此“世界人权日”之际,我们呼吁,各国恪守联合国宪章宗旨和原则,在人权领域开展建设性对话与合作,坚决反对人权政治化和“双重标准”,共同促进国际人权事业健康发展。
China News Service Critics said that the US has committed outrageous crimes against American Indians for centuries. However, instead of making genuine reflections, the US government has been making irresponsible remarks and pointing fingers at other countries on human rights. Do you have any comment?
