第二，要进一步深化务实合作，建设互利共赢的中非发展共同体。不久前，中国共产党举行了十九届五中全会，通过了关于制定第十四个五年规划和2035年远景目标的建议，提出构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，建设更高水平开放型经济新体制，这将为非洲发展提供更多机遇。近年来，非洲国家积极联合自强，启动建设非洲自贸区，全力推进非盟《2063年议程》第一个十年规划，发展潜力不断释放。中方愿同非洲朋友深入对接发展规划，不断催生新的合作动能。我们要积极实施一批促进就业、惠及民生的合作项目，在自贸区合作、数字经济、减贫、产业链供应链联通、应对气候变化等领域深挖合作潜力。
Second, we need to deepen practical cooperation and build a China-Africa community of win-win development. At the recently concluded Fifth Plenum of the 19th CPC Central Committee, China adopted recommendations for its 14th Five-Year Plan and long-range goals for 2035, and decided to foster a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other and to build a new system of open economy of higher standards. These initiatives present more opportunities for Africa's development. In recent years, African countries have worked together to launch the African Continental Free Trade Area and advance the first ten-year plan of Agenda 2063, which has further unleashed the development potential of Africa. China hopes to work with our African friends to identify complementarities between our development plans and foster new driving forces for China-Africa cooperation. We may launch a new batch of cooperation projects that promote employment and improve people's lives, and tap into cooperation potential in free trade area, digital economy, poverty alleviation, connectivity of industrial and supply chains, and climate change.
第三，要进一步推进团结抗疫，朝着中非卫生健康共同体的目标坚定前行。我们要共同落实好中非团结抗疫特别峰会成果，继续加强中非抗击疫情、复工复产合作，建设好非洲疾控中心总部，为国际抗疫合作注入正能量。中方愿继续向非洲国家提供抗疫物资援助，同非方分享抗疫经验以及统筹疫情防控和经济社会发展的有效做法，支持非洲强化公共卫生体系、恢复经济发展的努力。中方愿在疫苗研发完成并投入使用后，积极考虑向有需要的非洲国家提供，以实际行动助力非洲国家早日战胜疫情。
Third, we need to strengthen joint epidemic response and work toward a China-Africa community of health for all. We need to fully implement the outcomes of the Extraordinary Summit on Solidarity Against COVID-19, enhance cooperation on epidemic response and economic reopening, ensure good progress in the construction of the Africa CDC headquarters, and contribute to international cooperation against the pandemic. China will continue to provide medical supplies to African countries, share experience and our practices in coordinating epidemic control with economic and social development, and support Africa in strengthening its public health system and resuming economic growth. Once our COVID vaccines are developed and deployed, China will actively consider providing them to African countries in need, as a concrete measure to help our African friends defeat the virus at an early date.

明年将在塞内加尔举办新一届论坛会议，这是中非关系的又一件大事。中方愿同塞内加尔和论坛其他非方成员一道，统筹疫情防控和中非关系发展的需要，积极做好会议筹备工作，也希望各位使节积极研提意见建议。争取早日确定会议形式，精心设计酝酿会议成果，发扬论坛“共商共建共享”和开拓创新的精神，打造更多亮点项目，壮大中非团结合作的声势，携手维护有利于中非共同发展的国际环境，更好造福中非人民。
The next FOCAC meeting will take place in Senegal next year. It will be another major event in China-Africa relations. China will work with Senegal and other FOCAC members in making good preparations for the meeting, taking into account both the needs for epidemic control and for growing China-Africa relations. We look forward to hearing valuable suggestions from Your Excellencies. Through joint efforts, we hope to finalize the format at an early date, work out a good design for the deliverables, create more highlight projects in the FOCAC spirit of extensive consultation, joint contribution, shared benefits and pioneering innovation, and build up the momentum of China-Africa solidarity and cooperation. Our aim is to jointly safeguard a favorable international environment for development in China and Africa, and deliver more benefits to the people in our countries.
