A Since Hong Kong's return, the policies of "one country, two systems", "Hong Kong people administering Hong Kong" and a high degree of autonomy in Hong Kong have been earnestly implemented and Hong Kong people's rights and freedoms have been fully guaranteed. The Chinese government's resolve to handle all matters in strict compliance with the Constitution and the Basic Law and to fully and faithfully implement the policy of "one country, two systems" will not change.

I want to stress that Hong Kong is a special administrative region of China and Hong Kong affairs are purely China's domestic affairs. No foreign government has the right to interfere. The US report finds fault with Hong Kong affairs and wantonly criticizes China's central government and the Hong Kong SAR government in disregard of facts. We deplore and stand resolutely against it and urge the US to stop such erroneous practice and be prudent with its words and deeds on matters relating to Hong Kong.
