As China expands its opening up and the Belt and Road cooperation advances steadily, an increasing number of citizens, companies and institutions go abroad. There is a growing need among the people for consular protection and assistance.
当前，海外安全形势复杂严峻，制定领事保护与协助工作的专门行政法规，总结提炼我国长期以来开展领事保护与协助实践及制度化建设的经验成果，进一步明确各方责任，细化相关措施，有利于提高相关工作法治化、制度化和规范化水平，更好维护海外中国公民、企业和机构的安全与正当权益。
Given the complex and uncertain security situation abroad, formulating a special administrative regulation on consular protection and assistance, summarizing the experiences and outcomes of China’s practices of consular protection and assistance and institution building over the years, further clarifying responsibilities of all parties and formulating detailed measures, are conducive to making relevant work more law-based, institutional and standardized and better protecting the safety and legitimate rights and interests of overseas Chinese citizens, companies and institutions.
《条例》共27条，涵盖领事保护与协助工作的指导原则、工作机制、不同情形的处置方式、安全预防措施、公民责任义务以及支持保障措施等方面，将于2023年9月1日起实施。外交部及驻外使领馆将以《条例》实施为契机，坚持以人民为中心的发展思想，不断提升领事保护与协助工作水平，会同各有关部门和地方人民政府，全力维护海外中国公民和机构安全与正当权益。
The regulation, with 27 items, covers the guiding principles, working mechanisms, plans under different circumstances, preventive measures, responsibilities and obligations of citizens and supporting and safeguard measures of consular protection and assistance. It will take effect on September 1, 2023. The Chinese Foreign Ministry and China’s diplomatic missions overseas will take the implementation of the regulation as an opportunity, uphold the people-centered development philosophy, improve the work on consular protection and assistance, and work with relevant departments and local governments to make every effort to safeguard the safety and legitimate rights and interests of Chinese citizens and institutions abroad.

Wang Wenbin China noted the document released by Germany. We believe that it is counterproductive to compete and practice protectionism in the name of “de-risking” and “reducing dependence”, and to overstretch the concept of security and politicize normal cooperation. Such moves will only generate risks. Drawing a line according to values and ideologies and advocating so-called competition of systems, interests and values goes against the trend of the time and will only exacerbate the division of the world.
