China and Latin American and Caribbean countries will hold a video conference on COVID-19 next Tuesday, March 24. Officials from the Chinese Foreign Ministry and National Health Commission and experts in the areas of disease control, clinical treatment, civil aviation, customs and community-based quarantine will share information and experience with their counterparts from Latin American and Caribbean countries.
新冠肺炎疫情发生以来，中方一直本着公开、透明和负责任的态度，及时向世界卫生组织和国际社会通报情况，分享信息，开展国际合作。拉美和加勒比国家政府和人民也通过各种方式对中国政府和人民的抗疫斗争表达支持和帮助，我们对此表示感谢。
Since the outbreak, in an open, transparent and responsible way, China has been sharing information and latest developments with the WHO and the international community, and cooperating with other countries and regions. The governments and people of Latin American and Caribbean countries have expressed their support and offered us assistance. We thank them for that.
当前，新冠肺炎疫情在全球多点暴发并呈现扩散蔓延态势。各国应当加强沟通协作，推进国际防控合作。中方高度重视拉美和加勒比国家在疫情防控方面面临的挑战。我们将秉持构建人类命运共同体的理念，继续向该地区国家提供力所能及的帮助，同各国一道应对疫情挑战、维护地区和全球的公共卫生安全。
The pandemic is now spreading across the world. It is essential for all countries to strengthen communication and coordination and step up international cooperation in prevention and control. We pay great attention to the challenges facing Latin American and Caribbean countries. Upholding the vision of building a community with a shared future for mankind, we will continue helping countries in that region to the best of our capability. China will continue working with other countries to address the challenges and defend regional and global public health security.
问媒体发布的图片显示，美国总统特朗普18日讲稿中原来的“新冠病毒”字样被手写改为“中国病毒”。他在记者会上称，这是场对抗“中国病毒”的战争。这样说完全不是种族主义，新冠病毒来自中国。中方本可更早通知美方，如果美国早点知道将很有帮助。美方其他官员近来也多次称因为中方分享疫情信息不够公开、透明，耽误了美方的疫情防控。中方对此有何评论？
Q As we saw from a press photo of US President Trump speech notes, which were prepared for his press conference on March 18, the printed "corona" in the word "coronavirus" was crossed out and replaced by handwritten "Chinese". He said at the press conference that it was a war against the "Chinese virus", which he claimed is not racist at all. According to him, the virus comes from China. "The Chinese side could have informed us earlier, and it would have been great if we had known earlier". Some other US officials also said that China lacks openness and transparency in sharing information about the outbreak, causing the delay in the US prevention and control response to the epidemic.

A Recently, some in the US have been deliberately linking the novel coronavirus to China and stigmatizing China non-stop. We are strongly indignant and opposed to it. Their claims of China lacking openness and transparency are simply fact-distorting.
在此，我要强调几点：

第一，新型冠状病毒源头问题是一个科学问题，需要听取科学、专业的意见。世界卫生组织和国际社会对此有着明确、一致的意见，那就是：反对将病毒同特定国家和地区相联系，反对搞污名化。
First, the origin of the novel coronavirus is a scientific matter that requires professional and scientific assessment. The World Health Organization and the international community have reached clear consensus to reject stigmatization by linking the virus to specific countries or regions.
第二，疫情发生以来，中方及时采取最全面、最严格、最彻底的防控措施，短时间内基本控制住了疫情，中国人民为维护全球公共卫生安全，维护人类健康安全作出巨大牺牲，也作出重要贡献。中方公开、透明和负责任的态度以及积极开展抗疫合作的有力行动，得到国际社会充分肯定、高度评价和普遍赞誉。
Second, after the outbreak, China has timely adopted the most comprehensive, rigorous and thorough measures, and we have basically brought the outbreak under control within a short period of time. The Chinese people have made great sacrifices and contributions to global public health security as well as the health and safety of mankind. China's open, transparent and responsible attitude and active participation in international cooperation have been universally acclaimed by the international community.
第三，疫情发生以来，中方持续向美方通报疫情信息，双方保持密切沟通。今天，我这里花点时间好好说说，希望美方也好好听听：
Third, China has kept the US informed of the situation since the epidemic broke out. The two sides have maintained close communication. I want to take a few moments to elaborate, and I hope the US will lend an ear to this.
