Just as President Xi Jinping noted in his New Year address, “The past year has been a year of exceptional significance.” In 2021, we experienced milestone events in the history of our Party and the Chinese nation, and also wrote a splendid new chapter in China’s diplomacy. 汪文斌北京时间1月3日晚9点，中、俄、美、英、法五个核武器国家领导人同步发表《关于防止核战争与避免军备竞赛的联合声明》，申明“核战争打不赢也打不得”，重申不将核武器瞄准彼此或其他任何国家，承诺维护和遵守双多边军控协议，强调五国应避免军事对抗、防止军备竞赛。
Wang Wenbin At 9 p.m. on January 3, Beijing time, the leaders of the five Nuclear-Weapon States, namely China, Russia, the US, the UK and France, simultaneously issued a Joint Statement on Preventing Nuclear War and Avoiding Arms Race. The leaders affirmed that a nuclear war cannot be won and must never be fought and reaffirmed that none of their nuclear weapons are targeted at each other or at any other State. They committed themselves to preserving and complying with bilateral and multilateral arms control agreements, and emphasized that the five States should avoid military confrontations and prevent arms race.

China believes that this first Joint Statement by the leaders of the five Nuclear-Weapon States demonstrates the States’ political will to prevent a nuclear war. Their shared voice of maintaining global strategic stability and reducing the risk of nuclear conflicts is also conducive to forging major-country relations featuring overall stability and balanced development. China hopes that the five States can continue to enhance strategic mutual trust and strengthen communication and cooperation, and play a positive role in building a world with lasting peace and universal security.
中国一直积极倡导“核战争打不赢也打不得”理念，并且为五国采取共同行动发挥了有力的引领作用。在联合声明磋商过程中，中方还推动写入重申不将核武器瞄准彼此或其他任何国家等重要内容，为五国达成一份内容积极、有分量的声明起到了重要的推动作用。
China has been advocating the principle that a nuclear war cannot be won and must never be fought. It effectively steered the five States toward joint actions. During the consultations of the Joint Statement, China made the case for including in the Joint Statement such key content as reaffirming that none of the nuclear weapons are targeted at each other or at any other State, thus playing an important role in reaching a positive and substantial statement among the five States.
我想强调的是，中国始终坚持自卫防御的核战略，奉行不首先使用核武器政策，将核力量维持在维护国家安全需要的最低水平，这本身就是对全球战略稳定的重要贡献。中国将继续为推动核领域全球治理贡献中国智慧、中国方案，愿同所有爱好和平的国家开展合作。
I want to stress that China follows a self-defensive nuclear strategy, stays committed to no first use of nuclear weapons, and keeps its nuclear forces at the minimum level required to safeguard national security. This in itself is a major contribution to global strategic stability. China will continue to provide its wisdom and solution to promote global nuclear governance, and stands ready to cooperate with all peace-loving countries.
